A treaty between the United States and Ca- nada aimed at stopping the‘ decline of catches in the haddock fisheries off the North Atlantic coast will be recommended by the North Amer- ican Council on Fishery Investigations. it was announced at the close of the cott11cil’s three-day meeting in New York. According to Mr. Elmer Higgins, of the United States Bureau of Fish- eries and a member of the council, it has been determined that the decline was due in part to the general use of small mesh nets.
