It appears that the report that the Bri- tish government had declared coal contre~ baod of war is not correct.

The New York Evening Post states that

it also goes on to say thatcoal bas never in the history of the world been contraband of war‘ and probably will not be in this case in the event of hostilities. The following is the Post's atticle

“*A telegram from Jamaica says that there has been an assembling of British warsnips at Jamaica wita the purpose of enforcing the neutrality of that island in the event of war between the Uniied States aod Spain. The important statement is made also that coal will not be considered coutraband of war, but will be sold toany purchaser, Spanish or American, and that

when warships of opposing belliger~ ents are in British ports they will not be allowed to depart within twenty-

four hours of each other. These rules are to remain in force in Jamaica unless speci- tic instructions to the contrary are received from the home government. It is impor- tant to cote that coal bas never been made coutraband of war, either by treaty or by the consensus of nations. The general law of contraband as stated by Wooley, is tbat nothing can be justly regarded as con- traband unless so regarded by the law of pations or by express convention between certain parties, and that the definition

of contraband must be clear and povritive.” In other words, all articles not clearly and _ positively de-

fined as contraband may be freely bought and sold. As coal] is pot one of these articles, the Spanish cruisers may obtain supplies from either British or French Islands in the West Indies, and we may do the same, eubject to such regulations as their respective governments may pre- f scribe. As both of these powers are strong enough to enforce such regulations as they make,it may turn out contrary to our expectations, that, in the event of war, Spain wiil have as conveaient and abun- dant supplies of coal as ourselves.”

This is amatter of considerable im- portauce to our coal producing sister Pro- vince of Nova Scotia.
