Bertin, September 20.-—Anti-Turkish meetings held in various centres through- out Germany show a rapidly increasing concern in the massacres of Christians in the sultan’s dominions. The Catholic clergy bave not taken 60 active @ part in the agitation as the Protestant clergy have, but the laity are subscribing literally to the Armenian relief fund. Centrist news- papers urge the necessity of dealing with the sultan promptly, vigorously and finally, Dr. Lisber, leader of the coutrist party in the reichstag, proposes to demand that the government adopt unequivocal policy in regard to Turkish massacre of Chris- tians ae soon as the reichstag resumes its sittings in November. Reichsbote, a con- servative organ, pours out torreats of wrath at alleged German apathy in the matter of the slaughter of Christians. Phe question is whether Germany is apa- thetic. Itis true the government eup- presses any tendency on the part of the semi-official press toward public excite- ment against the porte, yet f-om every juarter of the empire come signs that the great political parties, conservative, ce: 8} trist, national liberal and frecisinnige, are waking up and will make it impossibie for the existence of a government having no distinctive policy in rezardto Turkey, merely saying “ditto to Russian or Aus— trian pol.cy.”

In the Senate, in reply toa question, Hon. Mr. Mowat said that nothing had been done towards a settleinent of the Man- itoba school question.

After recess in the Commons Sir Charles Tupper brought up the question of the cor respondence between himself and the Governor-Genera) ieading to his resigna= tion,. He spoke for two hours, setting forth ‘at the outset that the ministers were responsible, for all acts of the Governor- General, therefore anything that be would egy) conld not be interpreted as reflecting ugev Her Majesty’s representative. Then wmough Whe w.urstry Sir Charles gave Lord Aberdeen some pretty hard knocks. He quoted voluminous English and Canadian precedents to show that His Excellency had no right to seek any in- formation apart from his constitutional ad- visere and parliament. Sir Charles claims that His Excellency had acted in defiance of all precedent in going behind his Min- isters to Obtain information in regard to the strength of parties, which, according to the constitutional practice, could only come from his advisers ara vote in the House. He concluded amid loud Opposi- tion cheers. Sir Charles did not follow the speech by a motion saying that he did not desire to intensify the matter by a vote of the House.

Hon. Mr. Laurier replied and the matter dropped.

Hon. Mr. Peters and Borque, Q. C., of Moutreal, have been appointed Dominion counsels in the Behring Sea arbitration.

Sir McKenzie Bowell asked Hon. Mr. Mowatt how soon all the Liberal Premiers would have been provided for, but he got no answer.
