The Town Clerks letter to the Recorder was dated November 17th and his rcply was received by the convener on November 24th. The Recorder's re- ply gave lt as his opinion that there dou not appear to be any powers vested in the Town Council by its incorporation. act that would enable than to pass a. by-law regarding the plebiscite and the building of a. rink and paying for it out o! the tax- payers‘ money. He gave it as his opinion that it would appear that the Town Council has no power to pass a. by-law of this nature; there- fore a plebiscite would have no ef- fect, even if the Act of i915 (rc- ferrod to in his letter) was follow- ed. His closing paragraph states. "In short. the Tolwn has no power to pass the said by-law. therefore n0 plebiscite could be held under the said Act.” .
