The second was that, owing to the peculiar situation that the Dutch were likely for many years to be in the majority, it was the duty of statesmen to do their utmost to maintain the friend ship between the English and the Dutch. The Dutch in Cape Colony, he said, were as loyal as were the French Canadians, but they sympathized with their kindred in the two neighboring republies.

With reference tothe anomalous situ ation of the Transvaal refusing the com- mon rights of citizenship to a mejority of its population, Mr. Chamberlain said that formerly the sympathies of the Dutch in South Afriea, even the progressive Dutch- maa of the Transvaal, were with the Uit- landers. Lately a revulsion of feeling bad occurred, but he was confident that he would ere long restore the situation as it was before the invasion ot the Transvaal. He intended, he asserted, to exhaust the resources of persuasion, argument and negotiations to attain that object.

The Matabele rising, he pointed out, was quite a separate affair. The govern- meant was alive to its gravity, but they be- lieved that the loca] forces would be able to suppress it, and they, therefore, did not invend, €xcept in an unexpected emer- gency, to send a large delegation of the British army to South Africa. British troops were unsuited for such warfare.
