Last session when the deals were on there were half a dozen big offizes, in- clading governorehips and judgeships, beld before a dozen or so of aspirants sitting in the House.

Russia Appoints Consuls to the Soudan.

Now, the English Governmeut bas al- ready intimated that it desires neither foreign Consuls nor even missionaries at Kbartoum or elsewhere in the Soudan until, at any rate, Lord Kitchene: has bad time to organize the Government of this vast Africana empire and to place its ad- ministration upon a proper basis. Until that is accomplished En, land will have no foreign Consuls to render Lord Kitchener’s task more difficult through their intrigues ; with the natives. Least of aj] will Eng- land tolerate Russian Consular officials, who are always far more disposed to furth- er political schemes than to foster any | commercial undertaking.

It now remains to be seen which country will give way; whether it is Russia who ‘withdraw her demand upon the Turkish and Egyptians governments for exequaturs for the new!y appointed Consuls in the Soudan, or if it is England that will recede from tbe position which she bas just teken. There is no doubt toat 1f she permite the Russian consuls to establish themselves in | the Soudan she will be compelled to con- cede the same advantages to all other ns- tions, including France, and thatthe task tof Lord Kitchener will be rendered there- by pot only difficult, but well-nigh impos- Bi ble.

By some of the political and Govern- ment authorities bere it is considerad that this appointment by Russia of Consuls for the Soudan, follow'ng so quickly after the promulgation of the Aoglo-Egyptiaa convention last week, has for its object to bring the entire Egyptian question oa the tapis, with a view to its discuesion by an international congress. They seem to think that it is a “sort of notification on the partof Russia that she does not pro- pose to have England suddenly place her foot upon what has been until now, theore-~ tically, at any rate, an important yart of the Turkish Empire.
