“In the next war, sabotage will be the signal ‘tor the plunge, not the sequel. It may even beat the gong," writes Mr. Beverley Owen. formerly editor of the Stiminerside Pioneer, in the current issue of Liberty magazine. Now resident in Toronto, Mr. Owen warns that Cati- ada must be prepared to fight a potential enemy from within as wcll as without and that in this respect we are, at present, almost powerless to defend 0t selves. The situation is so serious that there has been formed a secret committee, functioning in collaboration with the Minister of National Defense, the General Staff. and the tnidercovt-r branch of the Royal Canadian Mounted Police, to coitsolidzite defense forces against internal foes.

Mr. Owen discussed the programme with a member of thc secret committee and was told that the vnltierablity of our industry, power and transportation services “is extremely serio- ous." So far the only machinery ready to fitne- tion, should we come to the point of war, are the local police forces. The only other force always available, highly efficient and keenly alert. is the R.C.M.P., but still very limited in numbers and widely diffused throughout the ccuntry. Efforts are now under way to organ- ize reserve units in the larger centres, compos- ed of specially selected men in the employ of large concerns. The first unit is under fornia- (ion in Winnipeg. '

But today there is a grim difference. The first twenty-four hours after an outbreak of war might prove decisive, if we neglect protecting the vital parts of our defense set-up.

Commenting favorably on Mr. Owen's article, the Toronto Globe and Mail says: “If this seems like an exaggeration, let those who pretend to know better reflect for a moment on what has been happening in London in recent weeks. A Bicycle Centenary

This year is the centenary of the first pedal bicycle, the inventor being a Dumfrieshire black- smith, Kirkpatrick Macmillan. In celebration of the event the Canada Cycle and Motor Com- pany Limited has issued an illustrated booklet on the history of the bicycle from its inception.
