Mr, Clow submitted a bill incorporating the Murray Harbor South Hall Company, which was read a third time.
(The following speech made by Mr. Shaw on the resolution providing for the intro- duction of a bill disfranchising Dominion ofticials was unavoidably crowded out of yesterday's issue. }
Mr. Shaw followed. (He thought all would agree that the case was becoming desperate when the Government were resorting to such iniquitous measures a8 the gerrymander and the disfranchizemeat. We are told that the Government is not afraid to dis- cuss this matter in the face of the public. Last year the Government discussed these measures with closed dvors—with the preas and the public excluded. But notwith- standing ali their secrecy,when they passed the bill the Lieutenant-Governor refused to aasent to it and the people were thus sav- ed. This year it looks as if the Government were getting even on the Lieutenant -Governur for his action : there is not one single dollar in the eatimates for Government House! When a great change io the constitution such as is now proposed, is being made, he thought the peuple should be heard on the matter —that the iniquitous gerrymander and disfranchising measures should not be rushed through now on the eve of an elec- tion. Nothing was heard about them at the last election. It is our duty, as the representatives of the people, to lay this matter before them and have their opinion at the polis. This is the just ard proper course. To pass such @ measure on the eve of an election is an outrage. In order to perpetuate their power the Government have recourse to the most tyran- nical measures. It is quite true that our respective parliaments have different duties to fulfil. But so far as interfer- ing with voters by the Dominion Govern-
ment goes, no person on the ether side of the House could point out any instance whera this
wasdone. He denied the statement that a section-man in his district had been dismissed from his position because he had not voted for him. The man was discharged for neglecting his work and allowing ap accident to vecur on the track two years after the election. The Leader of the Government has told you the railway mep vote Conservative. This isquite natural From 1878 to the present time, the Liberal-Conservatives have been in power, and asa result any vacancies that have occured on the railway were filled by the appoiu'irg of Conservatives; and it is reasunable to sappose that these offices will continue to filled by Conservatives. This is probably the only reason there is for the disfranchis ing of the railway men. The Loader of the
Goverament blames the railway men for FARM ON LOT 60 his defeat, and the hun. member for Belfast says they ave driven to the poll:

But ifan injustice has ceen perpetrated on the people of these Pro- vinces there is no reason why it shou!d be per- petrated here; and the move was certainly a nost unrighteous and unjust one. The Gov- ernment say, however, that they are doing the officials a good turn by disfranchising them —that they have asked for this disfranchise ment. He did not believe theve was a man in the country, Dominion official or otherwise, who had ever expressed #@ desire to be disfran- chised. They say these officials are aot allowed to vote as they please; that they will relieve them of the power to vote [his looks a good deal like rubbing the sore instead of putting on a plaster. Why didn’t they disfranchise the Local Government officials? This would oot suit the Government. Is there a man in the Registry Office who would dare to vote against the Local Government? The same applies to the officials in the Land Office and other branches of theservice. Wou'done of the Supervisors in the country dare vote against the Local Government? It is clear to be seen that when they disfranchise the Dom inion officiais they do 60 in their own selsish interests. They tell us we pressed our claims on the Domiaion Government in a milk-and water way, when we can well remember thei: telling us in the House and elsewhere that we had no claims. We all kuow how successfu! the late Governmens were in pressing ou) claims, and we know equally weli that since the present Government came into power they have not. moved hand or foot in this matter. He felt sure that when the day of reckoning arrived—when they exme before the people to anawer for their high crimes and misdemeanors—that they would be hurled back to their respective homes for their infamous condact. The resolution passed, and a bill in accord- ance therewith was submitted and read a first time. Several questions asked by members of the Opposition some days ago were repeated and the iaformation desired was again promiced as soon as possible. House adjourned. Maxkcer 28

Macdonald in the chairs, and re- ported agreed to without amend ment, On motion of De. Jenkins, debate on the bill respectir the dispensing and sale of ~— and other drugs was resumed, Mr.

+ Indignation Meeting at Tracadie.
The largest meeting ever held at Tracadie Cross was convened Jast evening to ¢on- sider the situation of public affsirs at the present time. Michael Ready, E:q., was in the chair, and Mr. Bernard McOabse secretary. The meeting was addressed at length by D. Ferguson and P. Keoughan, E:q., who ably exposed the dangerous character of the Peters Legislation. They gave thsGovernment no credit for abandon- ing the mortgage this year, nor for any other deviatious which they might make from the enormities of the Reserved Bill Had not Governor Carvell interposed ap election would ere now have been neld, in which Mr. Peters would have wielded to the utmost, the tyrannical powers he had assumed in the bill. With districts gerry- mandered, electors disfranchised, .aort- gegees voting in all the districts of the Island and rabid partizans returning officers, an appeal to the people would bo a mere farce. The speakers
charged the Leader of the Govern- ment with using the power which he took to himself in the
Office corruptly, making reductions some- times reaching 70 per cent. for political purposes. The extraordinary bungling of the finances of the Province were fully dealt with, and it was clearly shown that Peters and Cummiskey had violated their solemn promises to the peop'e regarding making revenue and expenditure meet, as weil as in other respects. Mr. Joseph Doyle, of Point D»Roche, spoke briefly in defence of the Govern- ment. His plea was really that the Gov- ernment should not be so severely censured on account of their weakness. Having only a majority of one, they were forced by one of their members into doing what wae not right. He did not name the ** wicked member,” but it was thought that the reference was to Mr. Bell. He was effectively replied to by Mr Francis Hughes, of Black River, who plainly expressed the views of the farmers of the meeting. He ridiculed Messrs Peters’ and Cummiskey’s piesa for nor attending the meeting on account of the urgency of their Legislative work. Poter and Cummiskey must think the people very silly when they advise them to hold meet ings after prorogstion. It would be locking the stable after the horses were stolen
