England's Victory.

There is little sense in all the talk to the effect that Russia has gained every- thing and England has yielded every thing in the arrangement now propos- ed. Whatdid England really want! Nothing but the establishment of a defined limit of Russian advances to- ward India. She insisted that the northern boundary of Afghanistan should be that limit. The dispute was as to where the line to be recognized as the boundary of Afghanistan should be drawn. On this point there were no early surveys to be appealed to, nothing but opinion and opposite desire to base action upoo. There was a stip of country varying from fifty to one hun- dred miles in width between the lines which were claimed. Commissioners were to be authorized to establish a line ; Kugland’s commissioner was sent, but Russia did not send one. Meantime there wus & battle and Russian soldiers advanced into the disputed territory and beyoud it at one point.

Now it is agreed that representatives of the two governments meeting in London shall determine a boundary line, or line of deiimitation, which is to be we!) defined by monuments. Is not this the precise thing which Kngland desired, and which, up to this time, Riissia has refused and avoided? Whe- ther tle line is where England claimed it should be, or where Russia claimed itought to be, is of comparatively littleimportance. The essential thing was to get Rassia to acknowledge a limit to her empire before ‘it reached the borders of British India. This done she may not cross the limit unprovoked without appearing to all the world to be an aggressorand to menace Eng land’s possessions,

Therefore, Mr. Gladstone seems to us to have won the substantial object which Ragland has long sought,hitherto unsuccessfully. That he has done it without war, by patience, tact and skil- ful diplomacy, is greatly to his credit. If he has yielded a portion of Eugland'’s initial claim, that is a small matter com- pared with the cost and horrors of a great war, which, after all, might not have resulted in securing all he claim- ed. Besides this substantial victory,he has secured the hardly less substantial incidental advantages of establishing friendly relations with the Government and people of Afghanistan, and the right to keep a resident ageat at Herat, which are almost equivalent t0 a pro tectorate over that couatry,.and has brought Russia to submit to the great princip'e, itself the strongest possible security of peace, of arbitration as a means for settling international differ- ences.

If Russia has secured a few miles, more or less of territory to which her right was disputed, what is that ,compar- ed with the great advantages by Kng- lund’ If the settlement proposed ‘is consummated, England will have po just reason to be disappointed, but rather great reason for satisfaction and

congratulation that her part in this business has been minaged with so much wisdom and success, and that

the prolonged period of wondering how tur Russia could advance without pro voking war, is ended. No long time will elapse, we venture to say, beivre the fierce politicians who are now clam- orous for a war with Russia will be in the same plight as the mistaken patriots who, a few months ago, were liercely demanding that Gordon should be av- enged by the destruction of Khartoum.
