Molotov Demands Big Four Get On With Plans For All-German Govit

BERLIN, (Reuters) Soviet Foreign Minister Molotov reject- rd Thursday the Western proposal to reunite Germany after free electilons and submitted to the Big Four conference a Russian plan for a provisional all-German government created from the present East and West regimes.

A British foreign office spokes- man later described the Soviet plan as "llnaccptable" and said it was difficult to see how the con- ference now could reach agree- ment on the German question.

Foreign Secretary Eden, State secretary Dulles and Foreign Min- lster Bidault all commented brief- ly and unfavorably on the latest soviet proposal. They promised to study it and give further replies today.

But Dulles emphasised he could not approve proposals that seem- ed to imply "an extension of the system of the East German re- public of all of Germany."

He said the note struck by Mol- otov could be "A. very tragic con- clusion for this conference to have to end on as far as Germany is concerned."

The plans laid down by Mol- otov in A two-hour speech At Thursday's session in the Soviet Embassy closely followed the lines of previous proposals made by Russia for a solution to the Ger- man problem.

MOSCOW. (AP) - The Soviet Union Thursday offered more than Sl.000.000,000 worth of con- tracts to British industries for delivery from 1955 to 1957. It was the biggest gesture thus far in Russia's widely publicized cam- paign to revive East.-West trade.

The offer was followed several hours later by the annou t of a British sliip builder here that he had signed A separate con- tract to build 20 fishing trawlers for the Russians for Almost 517.- 000,000.

First comment from the Brit- ish board of trade in London said "We welcome any increase in trade with Russia. provided it is within the non-strategic field."
