IIEREAS Her Majesty being fully determined to observe the duties of Neut 'ality during the existing liestilities between Iler Catholic Majesty and the Republics oi' Chili and Peru, and being nlol‘cOVt‘l‘ resolved to prevent, as far as ossiblc,the use of Her Majesty’s llarbours,l’orts and Coasts, and the Waters within Her Majesty’s ’J.‘erritorial jurisdic- tion, in aid of the warlike purposes of either Belligerent, has commanded Her Principal Secretary of State [or the Colonies to communicate to me the following tales, which are to be treated and enforced as ller Majesty's Orders and Directions :—

And whereas Her Majesty has been further pleased to command that these Rules shall be put in force in the l'ni- ted Kingdom and in the Channel Islands, on and alter Friday, the 2d of March inst.. and in Her Majesty’s Terri— tories and Possessions beyond the Seas Six days after the day when the Governor or other Chief Authority of each of such Territories or Possessions respectively shall have noti- fied and published the same, stating in such notification that the said Rules are to be obeyed by all persons within the same Territories and Possessioiis.

Now I do hereby notify and publish that it is Her Majes- ty’s pleasure that during the continuance of the present lIostilitics between Her Catholic Majesty and the Republics of Chili and Peru, all Ships of War and Privateers oi either Belligcrent are prohibited iroin making use ol'any Port or Roadstcad in the United Kingdom of Great Britain and [re— land, 'or in the Channel Islands, or in any of Iler Majesty's Colonies or Foreign Possessions or Dependencies, or of any “raters subject to the Territorial jurisdiction of the British Crown, as a Station or place of resort i'o' any warlike pur- pose, or for the purpose of obtaining any iacilities oi'war- like equipment : and no Ship oi “'ar _or Pri 'atecr of either Belligercnt shall hereafter be permitted to sail out_oi' .or leave any Port, Roadstead or Water subject to British juris- diction, irom which any Vessel of the other iciligerent (whether the same shall be a Ship of War, a Privateer, or a Merchant Ship) shall have previously departed. until alter the expiration of at least Twenty-[our hours from the de-

arture of such last mentioned Vessel beyond the Territorial Jurisdiction at Her Majesty.

And that it is further Her Majesty‘s pleasure that if any Ship of War or Privateer of either Belligerent shall, alter the time when this Order shall be first notilied and put in force in the United Kingdom and in the Channel Islands, and in the several Colonies and Foreign l’ossessions and Dependencies of Her Majesty respectively, ente ' any Port, Roadstead, or Waters belonging to Her Majesty either in the United Kingdom or in the Channel Islands, or in any of Her Majesty’s Colonies or Foreign l’ossessions or Depen- denmes, such Vessel shall be required to depart and to put to sea within twenty-fhur hours after her entrance into suclr Port, Roadstead, or \Vatcrs, except in case. of stress of weather, or of her requiring provisions or things necessary for the subsistence of her Crew, or repairs; in Cltht‘l' Of which cases the Authorities of the Port, or oi the nearest Port (as the case may be), shall require her to put to sea. assoon as possible after the expiration of such period oi

l 'l‘wenty-iour hours, without permitting her to take in sup n plies, beyond what may be necessary ior her immediaie use: and no such Vessel which may have been allowed to remain in British Waters for the purpose oi‘ repair shall Continue in any such l’ort, Iloadstead or \\':iter::, io ' a longer period than Twenty-tour hours after her necessary repairs shall have been ooml'deted: Provided, nevertheless, that .in all cases in which there shall be any Vessels (whether Ships of “'ar, l‘rivateers, or Merchant Ships) of the said Belligerent parties in the same l'ort, Roadstead, or \Vaters within the Territorial jurisdiction of ller Majesty. there shall be an interval of not less than 1‘\\'Clliv\'-liilll'vlliHll'S between the departure. therefrom ol’any such Vessel (whether a Ship of War, a Privateer, or a Merchant Ship) oi' the one lielliger- cut, and the subsequent departure therefrom oi any Ship of “'ar 01‘ Privateer oi' the other Iielligerent : and the times, hereby limited, for the departure oi such Ships oi \Va ' and Privateei's respectively, shall always in ease of necessity be extended, so far as may be requisite ior giving cll'ect to this proviso, but not further or otherwise.

And it is further Her Majesty's pleasure, that no Ship of “'ar or Privateer of either lielligerent shall lu-reai'ter be permitted, while in any Port, lloadstead, or Waters sub— ject to the Territorial jurisdiction of ller Majesty, to take in any supplies, except provisions, and such other things as may be requisite for the subsistence of her Crew; and except so much coal only as may be sullieieut to carry such Vessel to the nearest Port of her own Country or to some, nearer destination : and no coal shall be again supplied to any such Ship of \Var or Privateer in the same or any other l’ort, Ihiadstead or Waters, subject to the il‘erritorial juris- diction oi ller Majesty. without special lit‘l‘lllliii-‘llill, until after the expiration oi Three months from the time when such coal may have been last supplied to her within British Waters as aforesaid.

And I do hereby command and enjoin all Her Majesty‘s loving subjects within this Island, and the 'lli..-rritories thcrcunto belonging, strictly to conform to the said lules, and to give their aid and assistance to all Ministers and ()liicers of the Law in maintaining and carrying the llules into eil'oet.
