Daring the week ending the 25th Febru ‘ry, the House of Commons made litt progress, «Xcepting on Fridvy, when some
i the supplementary estimates were passed the Budget debate took up the major par’ £ the time, and the Oatario member: talked and talked about the pros and con: f the National Policy, the exodus from the ountry, and things of that kind. But ter so much talking it ie remarkable how iittle is remembered. Members try to go ll over the questions that in any way relate o the financial state of the Dominion, ard weary their hearers with reiterations of facts that have already been said. If each we taking part in the debate would take up Ove or two points and thoroughly master tuem, and bring cut all that can possibly be said of interest, then these points would be remembered in counection with their uthor. It is just the same as in science 01 arts. The person who studies thoroughly me subject, and knows all about it, is fat higher in the scale than those who have a smattering of knowledge vn many matters. The all-round man is not wanted now. fhis is an age for specialties, The trend of events all compei the consolidation of each one’s effort on some particular subject. Mr. Davies, of P. E. Island, made a long speech the other afternoon, but we venture the assertion that little of it will be remem bered in a week, excepting the two new points he brought out, and which he hac evidently studied well. His production of Mr, Blaine’s report to the American Gov- ernment last April; and his charge that the Minister of Finanee had deliberately with held report and information from the House and the country, in order to mislead ano deceive the people, fell on the House with all its ears wide open and with hushed attention. Mr. Davies is one.of the best speakers in the House on the Liberal side, aud his speech was really a relief after the prosy sentences of men like many of those who preceded him. The debate is to be continued this week until Tuesday, when a division is expected. Then Mr. Dalton McCarthy will move his resolution looking towards reducing the duties on goods im- ported from England. Mr. McCarthy is rapidly coming to the front as a specialist. Anything he takes up is sure to be mastered thoroughly, and he will likely be a moat important factor in Canadian politics ere long. He and Mr. Tarte of L’Islet repre- sent two schools of thought differing as day from night, and yet both clever, Mr, Tarte has given notice that he will intro- duce the Manitoba Schocl question in the debates of the House this session, and he wiil move for several returns in connection therewith,
ln fact, as the session goes along the dis cussions that arise all teud to broaden and deepen what is to follow. During the first three weeks everyone felt satisfied the ses- sion would be a shert one, but new that expectation has been very much lessened.
Sir John Thompson leaves March 8th for Europe. Mr, Calvin, of Fron:enac, has openly asserted his intention of opposing the Government, and he and the five other Ministerialists, who it is expected will vote for Sir Richard’s amendment, have given courage to the Liberals, and they are warm- ing up to their work. When men have I :tle courage they are not anxious to fight; but we ali kuow how encouragement lengthens the battle, even if it is only a dog fight.
The members from King’s County are busy with the new bill respecting the fisheries, and an effort wiil likely be made respecting the regulation of the smelt fishing. Owing tc the immense quantities of smelts taken in nets during the winter season, and the bad order in which they are placed in the market, much lower prices are obtained in the United States markets, than otherwise would bs had. It is said that the fishermen and the exporters would each do much better if the privilege of taking smelts in nets was denied. Com- plaint bas also been made that lobster packers did not all shut down ljast season at the end of the term. A number of small packers kept their traps out and packed a considerable quantity; thus not only ex- hausting the supply of this year, but lower- ing the price obtained by those who complied with the law.
On Monday afternoon, Feb. 27th, a spirited debate on the Chignecto Ship Raulway took place on motion of Mr. Welsh, of P. E, 1., to adj urn the House,
lia order to call attention to an article in the Free Press that stated that the Govern-
mont intended extending the time for completion of this work. Mr. Welsh went on to say that he had always opposed this scheme 4s one of a ‘**wild cat nature,” and that it had formerly been opposed by in- fluential men in the House. It had, how ever, been supported by Sir Charles Tupper, who, at that time, represented Cumberland County; and through his in- fluence Parliament had been iuduced to lend it countenance. He quoted from Sir Charles Tupper’s speeches in Hansard; and said that they sounded like the tales of Bsron Munchausen, when read in the light of the present day. If the time for construct ing this work was extended much longer, he (Mr. Welsh) doubted if there would be any ships to be carried by it. Exteuding the time ia the manner proposed was not fair to foreign capitalists who might, on account of the Par- liament of Canada ia this way sanctioning the enterprise—be induced to put their money inthe scheme. He believed the views former ly expressed in the House had deterred cap- icalists from investing their money in the past. but if it is found that the House again extends the time for the compietion of the work, men may be induced to invest ia «the securities offered. If the time is not extend- ed beyond the Ist of July, 1893, and the work is not then compieted, $3,000,000 will be saved to the tax-payers of the country. But if, oo the other hand, the Governnent again give countenance to the s heme, it will ma verially inju e the credit of the country in the eyes of fereiga capitalists, who can never poe sibly receive any adcquate return for their inves’ ment.
Mr. Foster said that an extension of the time could only be given by Pariiament. It

great deal of difficulty in negotiating their vonds. The company had expend:d between three and four million of dollars on this work, and only required to epend about one million more to complete the work. The arrangement made by Parliament last year had enabled them te raise £359,000, on first preference mortgages; Dut in making the necessary finan- c al arrangements considerable time was lost, and the company will be unable to complete cheir woik before lst July, 1893 As the time given expires on the let July, 1893, the Gov- ernment, by order in Council, have agreed to lay the matter before Parliament, and recom-
mend the extension of time required, provided he company show that they have sufficient
funds to complete the work.
Mr. Davies thought the Government should be very careful about Jendivg their counien ance to schemes of doubtful utility and that might possibly turn out impracticable. It will be suicidal for the ciedit of Canada if schemes receive the countenance ot Parlisment
hat afterwards turn out unprofitable; and Parliament, by extending time to this com pany year after year, may be doing serious in- jury to the credit of the country. Hon. members should be very careful about sanc- tioning schemes that thev do not believe ra- ional, prudent or likely to be beneficial. Krom all he could learn about this project, he had no hope that it would ever yield fair re- curas to the investors; and if capitalists lose their money in it they will not be likely to en- courage eaterprises that may be necessary for the development of the resources of the Dome inion, No country has greater need of bring ing capital into it than Canada, and any pro- ject that has not good prospects of success should not be encouraged.
Mr. Dickie—Iv appeared to him that the hon. members for Queen’s, P. E. I , were very apxious about the interests of foreign capital- ists, and feared that the credit of Canada would be injured. If anything would be like- ly to injure the credit of Canada, it would be fur the Government to teke advantage of the statute of limitation, as advised by ihe hon members fur Queen's. E, Island. He thought it must be from political bias or for some other persoral reason that the hon. member for Queen’s (Mr. Welsh) opposed the building ot the Ship Railway, and to predict, contrary to the opinion of eminent engineers, that the! scheme was not feasible ‘be hon. member asserts that the scheme will not be self sup- porting; but with the assistance of the Gov- ernment subsidy for twenty years, and with the amount of traffic the route is sure to se cure, the man is bold who predicts that it will not pay working expenses, Similar prophecies were made concerning the construction of the lntercoionial and Canadian Pacific Railways, aud everyone knows how they have been proven untrue
