In the Chambers of Commerce Congress after Sir Charles Tupper had proposed his amendment and several Canadians had spoken, Mr. Hibbert, of the Blackburn chamber of Commerce, said that he thought Lisacashire should have a chance, adding by way of reason, ‘‘ inasmuch a3 we were the first in the field with regard to free trade, and owing to the action of Birming- ham and Lancashire men free trade became an absolute fact,” for which, said Mr. Hib- bert, ‘I am very sorry.” Referring tu the objection that preferential duties or a re- turn to the protective system would be dis- astrous, Mr. Hibbert pointed out that the protectionist United States and protection- ist Germany had increased their exports much more thin Great Britain with free trade. ‘*Now foreign countries do, and we do not, recognize the fact that it is the duty of a nation to look after the employment of its people, that its greatest trade is its home trade, that being able to import goods which we ourselves can manu- facture at a cheaper rate, simply because they are cheap, does not in the least enable us to compete in the neutral markets of the world.”

After showing the advanta6es of trade with the colonies over trade with fareign countries, Mr. Hibbert argued that the adoption of the German or United States system in Britain would do more good than it had done in those conatries in the way of building up the indas- tries of the country. The nation occupied a strong position:

We have the colonies. We can produce everything We can get cottons, wheat and rice from Iadia. We can obtain wheat, cotton and wool tcom Australia. Wecan get egri- cultural products of every kind from Canada, tea and coffee from Ceyloa, and all kinds of fruit from Jamaica, In fact we can grow everything in profusion, Why shsuld we be srightened by the bogey of protection when tree trade will be as extinct as the dodo in another twenty-five years. Let us give and accept preferential treetment to and from the colonies; let us give to our people whether in Keut or Canada, Lancashire o- at the Cape. Mr. Hibbert added a word cf prophesy from bis own observation : 5

“I have had considerable experience of work- ing men in my own country, and I do not hesitate to tel! you that the time is fast ap- roaching when they will take this question into their own hands, rnd when they do so the statesman who aspires to lead them and who first gets downfrom the aail on which the most of them are sitting will be returned to the house of commons by one of the largest majorities which has ever been recorded.

In the course of his speech Mr. Stieble, President of the Nottingham Chamber of Commerce, wert into the history of recent negotiations to show how Great Britain is unable to make commercial treaties Secause she has nothing to offer in the way of con- cessions, having already conceded every- thing. ‘* Every manufacturer in France,” said this speaker, ‘“‘has had a license to gratify himself at our expense as much as he likes.” In very plain English Mr. Stieble continued :—

I said if we find ourselves ill-used, as we are; if we find English commerce and English labor and English machinery driven out of the country, as it is being driven out of the country at present—I know very large plants of machinery which are being removed to an- other country —if we fiod that, and if we find responsible statesmen like Lord Salisbury put- ting it as a plain fact before the country, why should we declaim about the eternal principles of free trade? Lord bless you, they are not the ten commandments.

Towards the close of a vigorous speech, the Nottingham representative declared :

You may be quite sure of one thing if once the day comes when England says we will not be kicked upon any longer by these foreign duties, but we will exact blood for blood, they will think it over twenty times because the French and other continental powers want this market, and cannot afford to lose it. We arc simply in the humiliating position that we in our maoufacturing towns of Nottingham, Bradford and Manchester see foreign goods filling the shops. We see our own workmen unemployed while the foreign article is seld in preference to the English. I would cer. tainly say if means can be found to make the connection with our colonies closer by levy- inO a preferential duty, let it be done by all means,

A correspondent of the London Times on board the warship Arcthusa, lying off Bel- fast, Ireland, says (Avg. 14): While the Arethusa was towing a torpedo boat there were suddenly heard shouts of **Stop ship” coming from the torpedo boat. It was found that the boat had got under the Arethusa’s stern and had been struck by her propeller. The boat was then water- logged and sinking and two raen were over- board. The buoys were lowered and the men were rescued. The torpedo boat was afcerwards bailed out and hoisted in.
