The most productive months _of the year for quantity of IiS|l caught were July, May, Allgllsl and June, in the order named and fishermen made the most money in May, June, August and Jul\'. in the order named.

In May, fish to the value of $5.- 649,134. were caught and sold. Iii June, the catch was worth $4.- ‘127350. In August, fish to the value of $3.986,412 were taken and in July the value of fish sold amounted to $3,436,658. Lesser val- ues were noted for the other months of the year with the low- est in February, $670,015.

The American people list strike control as the first problem which the new Congress should tackle when it convenes in January. Public sentiment for control of unions has persisted for many.

years.

While John L. Lewis and the general public are in full agreement that there should be unions, the area of agreement does not extend much further than that.

Public dissatisfaction ii-itli union tactlcspis directed chiefly It strikes. The cottniry was aroused as early as' 1937 by the sit-down strikes, which won overwhelming public disapproval. When the war tame, strikes in war industries further aroused public resentment. From 1041 onward polls by the Institute found upwards of two-thirds of the votcrs in favor of prohibiting strikes in war plants.

Public desire for strike control did not cool off when the war end- ed. As recently as May, a poll found 64 per cent in favor of prohibit. lllg strlkcs in public utilities, such as gas, electric, telephone and local transportation conupanlcs, on tile grounds that the unrestricted right to strike in such industries means the power to paralyze whole com- munities and to endanger public health and welfare.

When President Truman last winter proposed cooling-off periods and fact-finding boards to help avoid strikes, '10 per ccnt of union members polled by the Institute were in favor of the proposal, at a time when union heads were denouncing it.

Yet it should be emphasized again and again that the country is riot anti-union in its sentiments. It is very much in sympathy with many of the wage demands made by the unions-—in the General Mot- ors strlke last winter, for example, the country felt thc workers were entitled to an increase in pay. Certainly, too, the public is in syntpnthy _ No one would want to sec tile coal miners go back to unhealthy working conditions that prevailed in many mines two decades ago. or want to see the ch11- dreii of miners have to eat garbage as they reputedly did in the early 1920's when coal was a sick and virtually bankrupt industry.

Today, however, thc issue is larger than the specific welfare of one group of workers. Today it is a question of whether government has sovereign right to control and regulate the power of unions, or whether unions are organizations that can operate largely outside and beyond the scope of law.
