At the outset he craved the ill-

He pur- posed giving a clear Hlllfl connected explanation of the accounts which he believed was the kind of state- ment the people of the province aro looking for-a statement that they can understand and on the merits or demerits of which they would judge for themselves. - The public accounts are a mat- for for public inspection and crit- icism. He expected oriticlsill frolll the leader of the Opposition wllo regarded it as a rightful sirbjeci. for criticism. There bad already been criticism of a rather meaning- less nature but he trusted that on this occasion any criticism givcn will be of a character calculated to arrive at the accuracy of lilo ac counts and if possible to arrive at asoiution of any problems that may arise in connection with ro- veuuo and expenditure.

The main point and the one with which the people of the province are most interested is whether tllc revenue is expended judiciously or injudiciously. exiravagently or prudently and whether there has been any expenditure that in jus- tice to the province could have been avoided. The Provincial Auditor who is not an official of the Goverl mellt but of tile liouso lbas given is report and this rc- port is now before the people. The public accounts may lbe com- pared to the account kept by a farmer of his yearly‘ business. if the amount of his expenditure ex- ceeds the revenue from. his crops it is not always correct to say that be has not made ends meet or that be has a deficit. lie may have made a payment on a morlgugtl and this instead or showing a de- ficit would show that lle had act- ually had a surplus on ills year's crop.

We have, said the Premier, a mortgage on this province. a nlort- gflgfl madg up of debentures issu- ed for ioalls borrowed at various. times under various statutes pass- ed by different governments. These loans are guarded by stai- utes compelling the province to lay aside every year a sum sufficient to retire the debentures at matur- ity. These sums are put into n sinking fund and that sinking fund cannot properly be called an ex- penditure. It is a payment on our debt. During the past year wo
