Fishing out of season has been one of the greatest and gravest problems encountered by the de- partment of fisheries. and levels of officials have express- ed deep concern over what they term ‘iack of foresight on t a Iobstermen in undermining their way of making a living.’

Another serle matter facing officers is frequent failure the legal machinery in assessing fines heavy enough to discourage lobster poaching. it la felt many that a fine of 325 or 300 absolutely nothing to someone caught with perhaps $1.000 Worth of lobsters. Such a fine is easily 'absorbed by the high profit on the next trip.

It has even been suggested that perhaps a system of fines similar to those set up under the Excise Act woul be mm:
