PARIS, Dec. I — (AP) — The Constituent Assembly today placed the Bank oi France and four ma- jor deposit banks under control of the French Government. More than 80 per cent of France's bank deposits thus came under state control.

The vote was by acclamation on a motion that excluded a proposal by the Assembly's Financial Com- m‘ ' to include in the national. izatlon program two large busi- ness banks.

Meeting in an extraordinary ses- sion no vote a program of financial reform bef tomorrow's opening of the sto exchange, the I sembiy heard a plea from President do Gaulle to pass the Government's measure without any profound changes.

He asked that business banks be left outside tho nationalization, supporting the contention that to include those banks would be harmful to France's chances for reviving her export trade, since the reserve in those banks was vital in that respect.

‘The tax is reduced to 10 cent, no matter where the fun go," Mr. McLure said, “and it lll comes back to the producer."

Mr. Ilslcy: "I do not agree with that at all."

Mr. McLure: "I think practical experience would make you agree with it. At the present time there is a sales tax and that added to the 10 per cent would total 1B per cont. ’I'he tax of twelve and a half per cent that was original- ly on furs was a processing lax. Now the tax has been reduced to 10 per cent on the raw furs. There is still a processing tax. But the furs may be manufactured and Dut into a garmancwhich would have to sell for a least four times the cost of the raw materials, that is, the retail price. The eight per Nut tux. I understand, is on the retail value."

At the conference table will be Agriculture Minister Gardiner and officials of the Federal Depart- ment, the nine Provincial Agricul- ture Ministers and their depart- mental experts and officers of the Canadian Federation of Agriculture and other farmer groups. In all, ‘l5 delegates are expected.

They will meet this year against a background of daily reports of a Europe faced with a winter of
