(French Ambassador to Great Britain), and told hiw on the authority of Lord Rosebery that Great Britain would fight if necessary to prevent the French reaching the Nile and cutting the connec- tion the British intended to make betweeo the north and south.

Paris, Oct. 28—The Dreyfus court of enquiry was of a lively churacyr yesterday.

Great sirese was laid by M Bardoncot on Picquart’s letter of July 14, 1898, to the moter of justice, in which he gave se- veo priocipal arguments against the the probability of the guilt of Dreyfus, includ- log the impossib lity of Dreyfus procur- ing the plana of fortresses and proposals forthe movements of troops undetectsd, whereas Major Esterdazy bad free sccess thereto.

This letter also cites interviews which Col. Picquart bad with Gens. Billot aad Gonze. andisays :

“With the proof in my handeI have established the innocence ot Dreyfus.”

To this General Gonze replied, according to the letter of the minis.er of justice,

“W hai’s it to youtif Dreyfus is on Devil’s Island;

Col. Picquart—“But he is insocent- Geu, Gouzs—* You know Mercier (for-~ wer minister of war), and Saussier (form erly military yoveroor of Paris) are mixe? up in this affair. Do you want to com- promise them ?”

The letter thea continued that on leav- ing Gea, Gouze, Col. Picquart‘declared be was Convinced of the innocence of Dreyfus, and he prepared to fight the matter out and reveal what he knew.

After further reference io Col Picquart’s charges that the ministry of war and

general staft had tampered with documents ; and had manufactured evidence in tbe, Deeyfus case, and a presentation of the contradictory s'atements of Vol. Piequar and the minister of war relative to tbe secret document,

The sensational part of M, Bard’s repori was the shorthand notes of the examina- tion of the Jate Lieut. Colonel Henry, by M, Godefroy Cavaignac, the minister of war, afier Heury’s forgery had been dis- covered, These notes showed that the confession of forge y was Ouly obtained with the utmost difficulty, Henry stoutly denying, and then prevaricating to the effect tuat beonly added a phrase to the genuine letter, and then, when driven to the lastcorner, ,rotested that he acted for the country’s good.

The draft of M. Bard’s conclusions was

that Comte Kasterhazy waa the real cul- prit, but that his condemnation would have meant the ruin of the Iatelligence Je= partment, . M. Bard animalyver‘ed severely on the withbolding ot ile secie:dossierfrom Drey- fus himself, as the presenting of the documents to Dreyfus could not have com - premised the national interests, be said, andthe course adopted was in flagrant violation of the righ:s of French citizens since 1780.

Althoagh the proceedings, thus far, are 80 favorable to Dreyfus, it must not be assumed that there will be any real clear- ing up of the mystery. It looks, rather, as though an attempt is being made to stifle the real truth by liberating Dreyfus with~ out ®, new trial.

It is asked by the Dreyfusites if the secret dossier existe as alleged, what good purpose can be served by the cassatioa giving a decision without seeing it, since that is the only real proof, if any, of the guilt of Dreyius.
