Confederation in Australia.

The proposal for a union of the Austra- lian Provinces into a Confederation similar to the Dominior. of Canada has sgain been revived. It wil. be remembered that some years ago the Australians were talking about a Confederation, but the agitation on the su! ject, after a time, died away. The immediate cause of its revival at the present time appears to have been the Egyptian war. The movement has been started in Victoria, which, as the most populous colay of the Australian group, would natura!ly take the initrative in such a pro- ceeding. It must be admitted that it would be to the advantage of th-se new separated colontes to form one geueral government. The argument which has most furce to the colonial miid is the present weed of some uniform system of de’enceto provide against contingencies which might arise if England became invoived in war with one or another of the great European Powers. Under existing circumstances the burden of de- fence would be thrown entirely upon the mother country, and itis by no means im- possible that Eagland would need nearly a!] of her strength at home or in India, and hence would not be able to guard the greatly extended sca-board of Anstraha from attack. The matter was brouzht up ia the Victoria Assewbly by Mr. Munro, member for North Melbourne, and there seemed every prospect of the proposal being favorably considered im that body. The Australian colonics have an enormous ter- ritory and a rapidly increasing population, as Weli asa large commerce, sv that they are in a favorable pesition to unite under a federal system of government. The follow- ing table shows the area and the popala- tion in 1881 of the several Provinces of the proposed confederation :—

It would seem that the main difficulty of bringing about a confederation of the Prov- inces is the tariff. The Cust ms tariff of Victoria is high, while that of New South Wales, the next in point of population, is low. If this ques ion could be disp sed ot in a satisfactory manner there is little doubt that the prop sed unim might be speedily accomplished, thereby breaking down the Cas'om Houses of half a dozen o! provinces, and giving a great impetus to in terprovincial trace.
