THE SITUATION AT TAMPA.

Discussing the conduct of the war in Harper’s Weekly, Poulteney Bigelow re- marks that the war suthorities have crowded together in and about Tamps several thousand men on the plausib pretext that in a big camp of this kind be troops could be exercised in large bodies, and the superior officers thus get familiar

with brigade aod divisional formation. We must bear in mind that most of our troops have never

since the civil war been bronght together in larger bodies than a few companies ata

time. Many colonels of regiments have never untilthis war seen all their nen together ona parade-ground. _ Brigadier~-

generals have been created who have never seen the regiments that are to con~ stitute their brigade. We have for this war laid out a complicated scheme of army organization, and instrusted the working of it in most instances to men who scarcely know the manual of arm*, Le: us tell the truth, disgreeable as itis. We are strong enough to bear it, and to profit by it. While the nation has been patriotically voting men and money for this campaign of « leged philanthre psy, promotions have not been made wholly from deserving Officers whose lives have been spent iu active military work, but

from the ranks of politicans, who may have had a = smattering of militia drill, or may have worn a

uniform forty years ago. Thirty days after the @eclaration of war there has not been held at Tampa a single military field exer- cise likely to be of service to generais ot brigade or division, let alone an army corps. The main reason is, no doubt, that there are no brigadiers or major-generals in Tempa who would koow how w go to work in the matter.
