Charlottetown is now the resort of eizht er nine steamers, besides the Jacques Cartier and our ferry-boats.

It is pleasing to notice that traffic on the P. E. Island railway is increasing.

There is now a good run of traffic on our ferry-boats and steamers.

The deck of the steamer Southport has lately been covered by an awning, which is a great comfort to passengers in rain and sanshine. Seats have been supplied, and altogether the steamer is more attractive than in past years, while Captain McDou- gall is still at the helm. The trip up the West River on Friday evening, and up the East River on Tuesday evening is cheap and pleasant, and affords one of the readi- est and best means of enjoying a few hours in the country. The fresh and bracing air, and beautiful scenery are very delight- ful to the weary_soul.

—About a month ago there was a race of horseless carriages from Paris to Bor-

deaux and return, a total distance 726 miles, the frst prize being $8000. There

were [fifty Jentriee, and the prize winner made an average of 15 miles an hour. In theroute were steep hills and badstretch- e3 of road, so that thetest was a severe one. Most of these horseless carriages were propelled by petroleam power, and these ran 25 or 30 miles without recharg—

ing the resevoirs. The costis about 40 cents for a three hours run. It is too much to hope that our roads will

scon prove good enough for any kind of horseless carr:ages, exceptin smali sections of the couatry where the art of road—mak- ing has been learned and practised. When we have long stretches of good roads, human ingenuity will devise methods of locomotion that will become even more popniar than bicycling, and have greater effect in doing away with horses. Even the freight and passanger business of railroads willgbe threatened. But there is no cause for immediate alarm, for the revolution must wait uutil a generation of scientific road-makers comes upon the stage.

Explanations by the Ministers.

LAURIER AT FAULT AGAIN.

MR.

In the House of Commons on Thursday,

Mr. Laurier—I eee that everything 1s serene once more in the atmosphere of the cabinet. (Cheers and laughter.) Perhaps the hon. gentleman will be able to give us information as to the non-existing crisis which was supposed to exist.

MR. FOSTE RS STATEMANT.

Mr. Foster—I am glad that my _ hon. friend shows such skill in reading politi-

cal weather predictions, if I may so deno- mipate them. Ihave but very few re- marks to make in reply to the questions which have been put by my hon. friend on previous occasions aud repeated today. Some differences arose between members of the cabinet with reference to the ques— tion of remedial legislation. The state— ment which I made the other day to the house gave the position of the government on that matter. The differences in thecab- inet for the most part were on two lines. Some of our colleagues were of the opinion that it was useless and consequently un- necessary to prolong negotiations or to

enter into further negotiations with the

Manitoba government with a view to 4

settlement of the question by that govern-

ment themselves. The other question of difference arose consequently from that.

They believe that remedial legislation

should be introduced at once, starting from the premise that there was nothing to be hoped for from the action of the

Manitoba government and legislature it- self. I need not reiterate the position of the government. That was shown the ‘ther day by the statement I made in Both these positions were taken in that statement. The one that we would grant to Manitola a certain amount of time in the hope that negotia- tions would be entered iuto and an amic— able settiement of this question arrived at

The other was that in so intricate and important a question the greatest delibera- tion was necessary in the perfecting of legislation in the matter and that no re- medial legislation should be introduced this session. Those differences of opinion were canvassed by the different members of the Government. I regret to say that one of our colleagues who has not a seat in this House finds it impossible to accede to the view of the majority of the Govern- ment, while still holding very firmly and strongly to his view that remedial legiela- lation should be undertaken and pressed to a conclusion at once. As he finds it impossible to accede to the view of the majority in that respect, his resignation has not only been sent in, but accepted, and he is now no lounger’ a member of this Government, I regret to say.

With reference to our two colleagues from the province of Quebec who had seats in this House, I must say that they showed adisposition to canvass and dis- cuss and look thoroughly into the grounds ef difference between their own views and the views of the majority of their col- leagues, as expressed in the statement I made the other day to this House, and in the end these ditterences proved to be rather a misunderstanding than a real divergence of opiniea. (Ironical laughter from the Opposition.) As regards the principles that were involved, at the most it was simply @ question of disagreement as to details. As tothe question of prin- ciple that remedial legislation was neces— sary and that it would be introduced by this Government at the next session of Parliament to be called before the 3rd of January, in the event of the province of Manitoba not making a reasonable and satisfactory settlement of the question, it was a matter of divergence upon details and not upon principle. On the principle all were agreed. All members of the cab- inet stood side by side with my two hon. friends upon my left, and my ,hon. friends have wise!y and patriotically, I believe, acted in that line. It was, a misunder- standing or adisagreement simply upon details, and they have been able to come to the conclusion that in the statement which was made on Monday last by me, remedial legislation was actualiy and positively promised, and that there is no variableness or shadow of turning so far (ironical, hear, hears, from the opposition) —that quotation is for the special benefit of my hon. friend from Norfolk (Mr. Charlton). That there is no intention at all of going one single jot outside of that statement, but to carry out in perfect good faith the statement of the government on Monday last. Having come to that con- clusion, my two hon. friends, the post- master genera! and the minister of public works, have believed it to be their duty which they owe to their party, their coun- try and tothe cause which they them- selves have deeply at heart, to work in harmony with their former and present colleagues, and that we should stand to- gether and carry out the policy of the gov- ernment in this way. I do not know that it is necessary for me to make any further remarks at present and my hon- orable friend I know is anxious to take the floor and make sundry and various ob- servations. (Cheers).

The question, as I view it, is one of the gravest that parliament has been called upon to consider since confederation. Believing, as I do; that minorities must be protected under the constitution, and being anxious for the settlement of the school question, after repeated interviews and to my mind satisfactory assurances from the premier and from my colleagues, I consider that these assurances, by refusing to help the government in earrying out remedial legis- lation upon the lines of the judgment of the privy council and of the remedial order in council, I would have been sacri- ficing the interests of the minority and jeopardizing the settlement of the question. (fHlear, hear, and opposition laughter). This induces me to continue to act with the government to secure, as I believe, remedial legislation in accordance with the pledges given by the premier and by the leader of the heuse. (Loud cheers, Opposition cries of “ Next, next.”’)

I must say, nevertheless, that if I am at this moment occupying the seat which I formerly held, itis solely due to my sense of duty which I owe to my country, to my party and especially to the cause the success of which I have so much at heart. If lam here itis because con- vinced after the repeatod assurances which my colieagues have given us, and the warm sympathy which have been showa us by al] our friends, that in delaying the settle- ment of this question we are thereby ren-

dering the more sure its set- tlement in a definite manner, and in @ manner perfectly satisfactory to the country and to all those who dsire to see justice done, who love peace and who are devoted to the well being of their com- patriots. (Cheers.) I can assnre you, Mr. Speaker, that if I have ever had a duty to fulfil, the importance of which, and alsc the painfal character of which, I feel and understand, it is that which I aia fulfilling today and in which I may appear, perhaps, is the eyes of the public as sacrificing ror our own personal interests something of the interests of my ceuntry. However, Mr. Speaker; I am above all that. I am above the accusations which will be levelled against me in the province of Quebec and elsewhere. I am prepared to endure those attacks in the hope that we will have our reply in six months, in the session which will be held on the 3rd of January next. If, inthe course of those aix months I should be covered with flowers and greeted asa _ hero, I console myself with the hope that this question will then be settled and that I will have not only the consvlation, but the happiness of being able to sayto my caupatriots that if [ to-day have yielded a little in what regards my personal dignity, I have done so in the interest of mv country and of those I represent in this hou-e. A NOBLE HORSE,

E, 8. Pierce's Harry, Who Was Easily the Biggest and Strongest Horse in America,

E.S.Pierce’s big percheron horse Harrr, that has for the last year and a half at- tracted so much attention upon the street from his sizeand beauty, is dead. Last Saturday he was taken sick with stoppage and was at ovce taken to Dr. Penniman’s hospital, that he might have the best pos- sible treatment. Buteven the veterinarian’s skill could not save the noble animal, and he gradually grew weaker and breathed his last about seven o’clock Monday morn- ing.

Harry was a famitiar figure upon the streets, attached- to a handsome wagon built especially for him, and was, without doubt, the best known horse in the city. He weighed 1,715 |bs., and his finely pro- portioned form, with beautifully arched neck and clean limba, would attract atten- tion anywhere. His strength was some- thing wonderful, and he would do the work of two ordinary horses without the slightest exertion, and no matter how big the load he would drag it along cheerfully and so full of life was he that he was always ina fret if held down to a walk. He was easily the largest horse in the city and wore in his work a 27-inch collar and 39-inch hames, which is several sizes larger than that worn by any other horse i2 the city.

Mr. Pierce first heard of the animal avout a year anda half ago, and at that time the horse was at work or a farm on Prince Edward Island. An agent was commissioned to buy him and he arrived in thiscity early in the spring of 1894. Since that time he bas been steadily em- ployed by the E. S. Pierce Company, and he never missed a day’s work from being sick or off his feed. Among the stablemen he was a great favorite from his great in telligenceand kindness and his glossy brown coat bespoke the careful attention he re; ceived in their hands.

Mr. Pierce feels the loss of the animal keenly, and told the Spy man Taesday evening that he would rather have lost any three of his other horses than Harry. He was valued at $500, but no monetary con- sideration would make good his loss to Mr. Pierce —-Worcester papér.

PARLIAMENT OF CANADA. The Proceedings Quiet and Dull.

Mills Makes a Motion, Which is Defeat- ed by a Majority of 38.

There is a ).ll in political affairs. Every- thing is now moving along serenely. The proceedings in Parliament yesterday were dull and uninteresting in their way, alford- ing relief from tension and excitement of the past fewZdays.

It was expected on going into eupply that a motion would be presented by Mr. Laurier declaring tne Government’s policy ou the School question neither satisfactory nor reassuring. It was mooted during yes- terday morning that this was the nature of the of the amendment which the Op- position leader would offer, but Mr. Laur- ier thought better of it.

Mr. Mulock referred to the vacancy in the Cabinet caused by the resignation of the Minister of Agriculture.

Hon. Mr. Foster replied that the posi- tion had been vacant but a few days, and in that time had been effectively adminis- tered by other members of the Govern- ment. The Government would, however, fill the vacacaney at the earliest opportun- ity by aiman of capacity who would be acceptable to the country.

Upon the motion to go into supply, Mr. Mills, of Bothwell, moved in amendment “that section 59 of the British North American Act, which prevents removal for five years of the Lieutenaut—Governors of provinces, except for cause assigned, is intended to prevent undue influence of feleral ministers in Provincial affairs, and the practice, which has become prevalent, of allowing Lieutenant-Governors to con— tinue in office for a long time after the expiration of their commission by which they become removable at any time with- out assigning cause, is an abuse of authority calculated to impair responsible government in the provinces of the Dominion.” The amendment was defeat- ed by 104 to 65—majority of 38. The three present dissident Quebec Conzerva— tives voting with the majority.
