PUBLIC ACCOUNTS.

Ovr readers will have observed from the Report of the Committee on Public Accounts, publisied in our last No., that the i: crease of revenue for the past year over that of the preceding one is set down at £7814 Is. 7d. The Committee have, however, forgotten to state that the increase includes the sum of £475, duties of the previous year collected at the port of Souris, which would leave the total increase only £6864 Is. 7d., and the expenditure over the revenue would, therefore, be £4076 8s. 9d., making the debt of the Colony now, 43,448 18s. 11d. instead of £39,847 10s. 44d., at which figure it stood when the present Government came into offee,

Anxious to pulliate the excess of expenditure on the part of the present Government, the Committee state that £2300 were expended for services performed under the late Administra tion. This may be true, in point of fact; but the services enumerated are such that no Government could get over pay- ing for them. For instance, balances due on Bridges built by the Liberal Government ; expenses of Boards of Health ; Jail repairs and supplies; repairs to Government House ; labour performed on Public Lands by assistant Surveyors ; Harbour Master‘s salary ; Reporter to Council ; aew desks for the House

of Assembly, which did not come into use while the Liberals | were in office, except during the memorable ‘+ three days Par- liament,’’ when forcible possession was taken of them by the | Tory Opposition ; and o her paltry charges which were una- |voidable items of expenditure—to notice which would Lave been only justifiable if the services for which that expenditure | was incurred were useless and unnecessary, or fraudulent.

| One of the items which go to make up the £2300, as char- geable against the late Government, is deserving of some | particular notice. This is a charge of £55 for making up | the Blue Books for 1858. The Committee of Publie Accoun’s were very well aware that it was impossible to make up those books until long after the Session of 1859, when the public accounts would have been examined and reported upon by the House of Assembly. But as the present Government took office at the commencement of the Session of 1859, the making up of the Blue Bovks for the previous year was a duty which entirely belonged to themselves, and ought to have beea discharged by the present Colonial Secretary, without any additional expense to the Colony.

The Committee state that the sum of £3,301 11s. 104. wax paid to the vendors of the Worrell Estate and Lot 11, and they remark that this sam was one of the debts of the late Govern~ Admitting that it was, surely that Government were entitled to credit for the £16,000, as balance due on gales of the public lands.

The portion of the work herein referred to, as paid for and ‘* not completed,’’ was the reprinting of the Statutes of 1852. This work was 8 far completed whea the late Queen's Printer resigned his office, that only the Index and the binding remained to be done. It was the duty of the new Government to provide for preparing the Index, which Mr, Whelan was ready to print when it was furnished to him; and the charge for binding the book was altogether separate from the Queen's Printer’s account. Mr. W. had no:hing to do with it. He

was paid only for the printing—which he hod faithfully per- furmed—on the certificate of the Bookbinder, who is an cfiicer in the pay of the present Government, and who certified that the work was so f.r advanced as to entitle Mr. Whelan to compensation for his services.

And ina short time after the

change of Government occurred, the whole work was completed, according to order. Now, how contemptible the act of the Committee must seem to be, in their spiteful effort to convey a false impression on this subject?

The Committee seemed to have been very desirous to com-

pliment the new Collectors of Excise on the increase of revenue in several of the outports, which they would fain have considered as the result of an efficient discarge of duty ; but there being, unfortunately. a great decrease in the amount of duty collected in Georgetown—the second port in the Island — there is no compliment for the new Excise Officer there, but the lame excuse is offered that the merchants in that locality did not import so largely as in former years.

In their lavish distribution of praise the Committee thought.

they could not decently forget the Road Correspondent ; and he is, therefore, favoured with a puff for having disposed of Road Warrants without a discornt. rants were at par when the late Government left office, and the Treasury contained at that time £5,000 in spare cash, a portion of which could have been appropriated, without any inconvenienee, to the redemption of the Road Warrants. Besides, there was a vast difference in the amount to be dis- bursed by the Road Correspondent in 1859 from that which his predecessor had to pay out iu the previous year. In 1859 |the amount expended on Roads, Bridges and Wharfs was only £3,500. In 1858, the amount reached between £9,000 and £10,000. We can, therefore. readily understand how much easier it was to dispose of Warrants for the emallr amount, with an overflowing Treasury, than to sell Warrants for the larger sum, when business of all kinds was in a very depressed state, and the public finances consequently low.
