“On Looker,” whose letter appeared yes- terday, desires the concluding sentence to read: ‘* But besides, he (the Stipendiary Magistrate) is a paid official, and, therefore, I must agree with ‘Observer,’ that comparisons are odious ; but, as before stated, he is not very clear. His nerves are disturbed. Is he the Stipendiary himself? and does he appro- priate to himself the title of Chief Magistrate ? { imagined that the Chief Magistrate of the city was the Mayer, not the Stipendiary Ma- gistrate.””

Tux Patriot returns this morning to its con- temptible charge against the Government in the matter of remuneration to the Volunteer Band for its services at the opening of the session. Our statement was strictly correct, and there was no quibble about it. Colonel Beer stated that the Band, attending with the @uard‘of Honor, and being attached to the Battalion, was not entitled to any pay. Col. Beer does not deny this, and what right has the Pat,iot to speak for him? As to what a member of the Government may have given as the reason for refusing to pay the bill, we do not know, but from our acquaintance with Mr. Galbraith, we think that he would not be likely to swallow such ‘‘ toffy.”

Wattace Ross engaged in a four mile seull race atv Norwieh, Conn., on the 16tb with George Lee and Alex. Brayley. From the start it was evident that the race lay between Ross and Lee. Ross turned the stake boat first and the two shells came down the eourse nearly abreast, but, just before reaching the finish, Lee shot ahead and won by two seconds in 20.20, Ross second in 20.22, Brayley third. One of Ross’ St. Jobn backers, on the day of this race, said: ‘“‘If Ross doés not win to-day at Norwich, I have no doubt about his being a trickster. 1 have it on the best authority that he told a party before leaving for the United States that he was not going to row for the first place at Norwich, which looks as though he intends letting the Boston ring that are said to run him, make a big pile of money by betting against him.”

Tur steamer Princess of Wales met with an accident while lying at the head of Steam Navigation (o's. wharf, which prevented her making the regular trip to Pictou this morn- ing. At nine o’clock a strong westerly breeze was blowing, and about the same time the schooner “Sylvanus McDonald,” Capt. Paul Paoli, ‘arrived from Pictou, laden with coal, which was to be landed at Steam Navigation Co's. wharf. When opposite Peake’s No. 3 wharf, the captain pointed his vessel to the dock, and passed the corner of Peake’s No. 3 wharf as closely as possible, to avoid striking the bow of the Princess cf Wales, which pro- jected a considerable distance beyond the side

of the wharf. But the wind and tide carried the schooner along so forcibly that her stern struck the

stem of the steamer and inflicted very serious injury. This morning the steamer leaked considerably. She is now in the dock be- tween Connolly's and Pownal wharves under- going repairs. The “Sylvanus,” McDonald, is uninjured, notwithstanding that her bow sprit struck and broke off one of the mooring posts on the Steam Navigation Co’s Wharf.

Last night was made hedious for the resi- dents of the south side of the city by a gang of disorderly, drunken rowdies, who proceede through different streets shouting at the top of their voices. At one o’clock this morning three of th< police force succeeded in captur- ing three lea ers of this gang on Water Street, and after the greatest difficulty lodged them in the station. Their names are Thomas McCloskey, Patrick Linley and Francis McLeod. They appeared at the Stipendiary Magistrate's Court this forenoon, for trial. Linley who was on his first offence was com- mitted for fourteen and McLeod for twenty days. McCloskey is an old offender who has been eluding the vigilance of the police for some time ar.1 were all the charges which have been previously made preferred against him

was round first. When a mile from home he was two lengths ahead. He continued to improve his position until within a quarter of a mile from the finish, when he was fully six lengths tothe good. At the finish he rowed in easy winuer by three lengths. Time, 21 minutes 50 seconds. Morris was quite played out at the finish.

QhEA LED TENDERS, addressed to the } Secretary of Public Works, and endorsed ‘Tender for Canal and Lock at St. Anne,” wi!l be received at this office until the arrival of the Eastern and Western mails on FRI- DAY, the i0th DAY OF OCTOBER next tor the construction of a Lock and the formation of approaches to it on the landward side of the present lock at St. Anne.

A map of the locality, together with plans and specitication of the works to be done, can be seen at this office and at the Resident Engineer's office, at St. Anne, on and after SATULDAY, the 27th DAY OF SEPTEM- BER next, at either of which places printed forms of tender can be obtained.

Contractors are requested to bear in mind that tenders will not be considered unless made strictly in accordance with the printed forms, and, in the case of firms, except there are attached the actual signatures, the nature of the occupation and residence of each mem- ber of the same, and further, an accepted bank cheque for the sum of $2,000 must accompany the tender, which sum shall be forfeited if the party tendering declines entering into contract for the works at the rates and on the terms stated in the offer submitted.

For the due fulfilment of the contract satis- factory security will be required by the deposit of mouey to the amount ot five per cent. on the bulk sum of the contract; of which the sum sent in with tender will be considered a part.

Ninety per cent. only of the progress esti- mates will be paid until the completion of the work.

‘'o each tender must be attached the actual signatures of two responsible and solvent per- sons, residents of the Dominion, willing to be- come sureties for the carrying out of these conditions, as well as the due performance of the works embraced in the contract.

This Department does not, however, bind itself to accept the lowest or any tender.
