Considering the question of such service he says:—‘‘I trust that be- fore the close of the present session some decisive action may be taken for the cor- | rection of the evils which enure the present | method of appointment.”

The New York papers generally com- ment upon President Arthur's message, and the Herald says: *‘ [f the Republican | Congressmen have learned wisdom from the defeat they will now take this present message as their text-book, and conform their action to every one of its several wise and useful recommendations.”

The Tribune says: “ii the President shal! conduct the remainder of his adminis- tration in accordance with the sentiments in his message, he may yet unite his party, and thus secure for himself a greater success than his ambition now pictures to him.”
