The difficulty of maintaining proper school standards in this Province owing to the number of small administrative units is stressed in an article appearing in the current issue of Can- adian Education, official publication of the Can- adian Education Association. The issue con- tnins brief articles on the educational systems of each of the Provinces, all of them presumably supplied from official sources. Hence it is in- teresting to note, from the article on Prince Ed- ward Island, that plans are still being consider- ed to make the Province a unit for taxation pur- poses educationally. "This," it is stated, "would ensure uniform valuation of property, which at present varies greatly from district to district, and would make possible and practicable the central collecting of taxes for school purposes, with _disbursement from the central treasury of- fice to regional school boards for administrative purposes within their areas."

The article deals with the organization of our school system, and goes'on to say:

"lt has long been recognized that, inas- much as 85 per cent of our schools are rural, one-department institutions, efficient work can- not be done by) a teacher who often must give instruction in the work of ten grades. Of nec- essity, the curricular offering in these schools is narrow and rigid and the inevitable result of the system generally has been a weak founda- tion of elementary ivork and a weak superstruc- ture of high school work to the end of Grade X.

"When, in I945, the Education Advisory Committee on Postwar Reconstruction completed its study of educational conditions in Prince Edward Island, it recommended, among other things, that the Province be organized as one unit for the purpose of finance and thlat, aver o period of years, approximately thirty Regional Composite High Schools be established to the em. that high school facilities of various types might be made available to all pupils in the Province. Already steps have been taken to im- plement these and otherl recommendations which have as a general aim the revamping of our school program to meet pgesent-dayheeds."

There is a cocksureness about the latter statement which may not appeal to some of our older educationists, who are not at all sure that "revamping" is the necessary remedy to apply, or whether the one-room schools were as poor and inefficient as they are painted. This, how- ever, is by the way. The report is of interest as reflecting the official attitude, though it would seam that there has been little progress to re- port since the Advisory Committee rcommenda- tions were prepared two years ago, and in which the some statements appeared. The only ad- vance in the way of ".evamping" seems to have been the abolition of Latin from the curriculum, as to the wisdom of which there still remains a wide margin of doubt. There has, it is true, been an increase in teachers’ salaries, but this has not been along the lines recommended by the Teachers’ Federation and it has not apparently solved the teachershortage problem.

According to an exchange, it was Saskatche-

wan fur trappers who first found out that Soc- ialism might not be the pure bonanza it was advertised‘ to be. Prices for furs last winter were pretty good-but Saskatchewan C.C.F. Govern- ment experts decided they would be better. So in a "planned" system of buying and selling the the trappers were told to hang on to their skins for the Saskatchewan fur auction. They did—-and prices meanwhile dropped with a thud. iThe .trappers held the bag, and their unofficial com- ment was not reported in Hansord. ' Back in the thirties the West had a far more expensive lesson in "planned" buying and selling. The Wheat Pool knew that wheat could never, under any condition, drop below sixty cents a bushel, and also knew it could hold the world price up by planned marketing. So it held on to supplies- and made its init-al payment.

What happened? Wheat dropped below fifty cents a bushelz-the world price was unaffected by what the Wheat Pool did, and the Canadian taxpayer paid millions of dollars for this error.

Must Find Solution

The Financial Post sees certainty of "dis- aster of a painful and disruptive kind" unless some solution is quickly found to prevent the drastic shortage of U. S. dollars in Canada. The crux of thepsituation, of course, is that Canada is going behind, in its trade with United States, at the rate of approximately a billion dollars a year. This is the difference between the value of the goods we ship to the U. S. and the goods we import from that country.

This is a matter which one could have wish- vd It. Hon. Mr. llsley had touched upon in his lddress here last week. It is certainly develop- ing into a serious situation. When our reserves of U. S. dollars run out we are going to be hit hard. lt_won't be a question of doing without a few luxuries, but of doing without such goods as fuel for homes, gasoline, industrial equipment, fruit and manufactured goods.

The best hope, it sodms, lies in increasing our sales to the U. S. We have natural resources and products for this purpose. lut before we can effect large increases, U. S. must relax its present stringent tariff regulations.

Abuse of liquor is a curse, so is the abuse of power or anything else. What is the rem- edy? Education, training, example, patience— slow but sure when put into effect by intelligent, wise and experienced parents, priests, parsons, instructors and administrators.

It is reported that mead is again to be brewed at Penzance in Cornwall far the first time in 400 years. The liquor, made from honey, probably explains the term honeymoon for the first month of married life, some such beverage being once considered "the thing" to serve for the occasion.

Two of three mayors of Jewish cities are not happy about being released from prison while the third remains in custody. The mayor of Tel Aviv bitterly complained, "l was actually kidnapped and taken from Latrun (a detention camp) against my will." Perhaps like the Exodus passengers he will apply for habeas cor- pus to force the British to keep him prisoner.

The Social Credit Board of Alberta is an the way out. It made the mistake, seldom made b'y bureaucrats, of revealing its real opinion on the theory of government. In a report the Board stated that majority rule is not democracy and "under some circumstances" the secret ballot should be abolished. Even its creator, the Social Credit Government, could not let it g-et away with saying that out loud.

Matthew Prior, English poet and diplomat- ist, died this date l72l; helped to negotiate the treaties of Ryswick in I697; had a stormy career after becoming a member of the Civil Service, being impeached as Commissioner of Customs and imprisoned; he wrote a long poem entitled Solomon on the Vanity of the World, but is greatest in his amorous odes, and in his verses to children:

. Mr. Cyprien Miran, Chief Councillor of the Quebec Department of Labour, attempted to negotiate a settlement of the packers strike in that province. He explained to the parties con- cerned the importance of existing labour laws

and their application in the Province of Que- bec as a m-aans to settle all disputes between employers and employees. Mr. Jacques Casgrain, regional director of the Union, replied that "the strike is a national strike and has moved far beyond the .authority and scope of provincial authorities and laws." So that ended the at- tempt at settlement provincially.

The Temperance problem is as ticklish as ever, and the Temperance Federation at its meeting Tuesday fell back upon enforcement of the old Prohibition law as, in their opinion,_ the best method of handling it. Unfortunately ex- perience has proved, frail human nature being as it is, that a Prohibition law merely on the statute book does not prohibit, but rather, as one_speaker honestly and honorably confessed, cultivates a generation of hypocrites who pre- tend to be total obstainers theinselves, whereas, they meag it merely for the other fellow. "lt is true, (he said), "as-some one has said, that on the lace of it at least, the plebiscite taken some years ago on the Prohibition question showed an overwhelming victory for the cause of Prohibi- tion. lut the members of the present Govern- ment kndw when they introduced the amend- ment that the majority of those who had voted for Prohibition at the plebiscite did not mean what they said, that they voted Prohibition with the belief that the Government was‘ not sin- core and that they could obtain liquor if they so desired." sin-Life, death. and bird mi- gratlan are the three great un- solved mysteries. 1n spite of countless experiments, the’ biggest scientist of today does not know any more than primitive man did, why and how birds commute from the north pole to the south pale, over uncharted oceans, plains and mountains. If you think of the meaning. you can have no greater thrill, no deeper reverence for the Creator. than to watch at sunrise or sunset even the small, thinned flocks, wendtng ever south- ward, though they may zigzag or circle 1n pursuit of aerial insect food as they go. Especially, how do the young, on their first flight, know the way? How can birds who do not see 1n‘ the dark make their long, perilous flights through the night, for the birds that must see to feed 1n the daytime must. travel at night.

Such 1s the Warbler, star migrant of September. It 1s usually smaller than a canary. and has many beautiful varieties of color pattern, most. often with some green. This lovely blrd, one of the most pre- cious for 1t will eat 3500 aphids 1n 40' minutes, 1s on its way to South America.

Keep the bird bath fresh. An incapacitated migrant may be stFaridecl 1n a business street or unsafe place. If you need to pick it up and shelter 1t. over night, be very gentle, for little birds are the mast fragile of beings, 1n spite of thelr miraculous flights. and fright can kill. Cup one hand, let the feet have a resting place, cover 1lghtly with the other hand. leav- ing the head clear. If the body is hot. pass damp fingers gently over the bill. If 1t. 1s cold, keep it 1n your worm hands awhile. If you are gentle enough, and your heart 1s kind. the bird will under- stand you are a friend. A little bread moistened with milk or cream may be acceptable. Do not put. the bird 1n is covered box. There is nothing it fears more than loss at liberty. 1f you need to keep 1t over night, put 1t 1n an open box or basket. lined with a soft cloth, 1n u safely screened porch, or e. closed room where nobody will step on 1t. in the dark 1n case it gets out. Best release 1s 1n the morning beyond crowded districts, in park or cemetery, where 1t can join others. If a bird flies info a building and 1s too confused to find its wey out as 1t c e ln, don't frighten it more by c sing 1t. but simply open a dif- ferent door or window to attract. 1t out.
