BOSTON. July as --(AP) - Gen. Douglas MacArthur struck out tonight with a sweeping con- demnation of American policy, at home and abroad. and declared that the result of the, war in Korea has been indecisive."

In one of his most powerful rpeeches since he was recai-ed from the Far East. MacArthur laid down three major points. before a joint session of the Massachusetts House of Representatives and Senate:

1. The result of the war in Kor- on has been indecisive and "ap- peasement thereafter became the policy of war on the battlefield."

2. American foreign policy has become a "mass of confused mis- understandings and vaclllatloris,"

Added to orders already placed for two types of jet fighters. they are expected to send the totals around the iiislf-billion dollar realm.

Montreal's Canadair plant is earmarked to get major new ord- crs soon for hundreds of trainer planes for both the Unltcil States Air Force and the R. C. A. F. (The United Slates Air Force said today Canadair will build a substantial number of trainers for the U. S. A. F.)

All defence production depart- ment offlclais are saying is that the orders are under negotiation and that the U.S.A.F. may soon place an order with Caiiadair for 350,000,000 worth of trainer alr- craft in Canada. That would cover several hundred planes.

On top of that are reports that the R.C.A.F. has asked defence production officials to place an order for more than 500 two- seater T-33 jet trainers to help carry out the new Atlantic pact air training scheme in this coun- try. A statement was read at the preliminary hearing in which Sa- battis.a member of the third bat- talion, Princess Patricla's Canad- ian Llght Infantry. said he fired the shot that killed Private H. B. Mcisachrm of Woodstock. N.B. He maintained the shooting was s mishap.

Medical evidence was given that McEachran died about 20 minutes after he was hit by a bullet in a tent at Wainwright military camp. where the battalion is'training as reinforcements for the Korean brigade. -

No date was set for the trial. Twen-iy-six witnesses were heard at the two-day preliminary hear- ing conducted by Magistrate H. G. Lowes.

Reports here are that it's been about a 50-50 split. with half the men in Korea agreeing to join the regular army for a three-year hitch and the other half saying they'd like to get out after 15 months. The first 12 months for many oi them will be up in Aug- ust.

At the present time. theref;-re. it would appear that the army could lose 3.000 to 4,090 men in the next six months. But all oi these men will have up to the date of their discharge to recon- sider and many may yet change their minds.

The whole special force concept has been pretty well written off as a bad experiment. The idea oi a special unit with special terms o1 enlistment to meet a spesiai need has yielded to the idea trial the whole army should expand and should be a unit.

Without any announcement. i.l1e army quietly dropped the term special force some months ago and started calling the formation in Korea simply the 25th Brigade group.
