On November 20, 1959, the U.N. General Assembly declared that "mankind ones the child the best it has to give" and unanimously adopted a Resolution setting out the Rights of the Child. But other concerns

always seem to take priority in our world. Over the past 20 years, millions of children have had to do without good food, clean water, prOper shelter, adequate health care, basic education, even love and affection because adults did not and often could not meet their needs. In these same 20 years technology and knowledge have advanced to the point where mankind

as a whole is able to provide all children with the most fundamental necessities of human life if it can find the will to do so.

So the U.N. has decided once again to put children in their proper place — at the centre of world

1979, the twentieth anniversary of the Declar- ation of the Rights of the Child has been designated the International Year of the Child.

Internationally, Canada helped to bring about IYC through the action of the Canadian Home and School Association. Canada seconded the 1976 Resolution that designated 1979 as I.Y.C.

Our government has made a special contribution to the U.N.I.Y.C. Secretariat. Along with other developed nations, we give substantial support to WHO, UNICEF, 110 and the other U.N. agencies that are pledged to projects that will be of special

benefit to children in the developing world.

At home, government at every level is combining with the private and volun— tary sectors to develop and promote projects and activities that will advance

- the rights, interests and

well—being of children and families.

The Canadian Commission for I.Y.C. represents the coming together at the national level on behalf of d1ildren of all sections of Canadian life. The U.N. has asked each member country to set up a National Commission. The role of commissions is to organize and promote active programs that will improve the quality of life of children within each country's borders. The Canadian Commission was created by the collective voice of the many voluntary organizations in Canada that care about children. With the assistance of Health and Welfare Canada, ' the Commission began its work in September 1978.

The Commission members . come from all parts of our ’ country and all sectors of our society; from govern- ment, business and labor, from voluntary organizations and the diurd'les, from- education and sports, from the media and the arts, from the oldest to the newest of our peoples. young people. Each one will serve on the commission as a volunteer.

At the very beginning, the Commission adopted the following objectives:

a) to stimulate families, communities, societal institutions , organizations , governments, and all persons concerned to review the quality of childhood in their respective purviews ;

b) to encourage all concerned to work together to establish long and short-term plans , programs and services aimed at strengthening the forces that enhance optimal child development and parenting;

c) to encourage the celeb- ration, of the joy of child- hood and the very special place that children have in
