CHINA AND JAPAN.

Sam Francisco, Dec. 12.

Hong Kong dates of Nov. 16th state that a typhoon on the coast of Tonquin caused an inundatien which did immense damage and sacrificed many lives. Over 200 bodies were recovered from the river.

Ja dates of Nov. 25th state that the silk difficulty between Japanese and foreign silk merchants was adjusted by a eompro- mise.

There are rumors of ehanges in the Japanese Government. A well informed native journal says that it is likely Saigo will be Minister of War; Ogana of Foreign Affairs, and Yoshinae, at present Minister at Washington, the head of the Finance Department.

An outrage has been committed by natives of the Alentian Islands on the crew of the sea otter hunting schooner Diana. The crew on landing were fired

upon. Several of che Japanese crew were killed, One of the foreign officers received eivht balls, and another was badly wo pled.

Heat Without Fire.

A paragraph has been geiog the rounds describing a newly invented machines fer degenerating heat with- eut fire. The paragraph goes on to say, “It ig aniren cylinder about one feet long and afoot in diameter. The bottem of the cylinder isa hardened plate, upon which another of the same diameter turns, the pressure beiag regulated by a screw, accordiag to the power to be applied and the amount ef heat desired. Allthe space aot taken up by the wheel aud shaft is filled with water. As soon as the wheel is sei in motion the friction of the two plats brings the water up to a higher temperature, and the cylinder becomes a steve, radiates heat from the whole of its exterior surface. Ot ceurse this machine éan only be used where there is steam pewer to ruu the friction whee.”
