OTTAWA (CLP)—The CCF Wed— nesday accused Finance Minister Fleming of setting up the present mammoth bond conversion plan to pay off financial institutions supporting the Progressive Con- servative party. _

Erhart Regier (CCF—Burnaby- Coquitlam) and Murdo Martin (OC‘F—Timmins) both drew that conclusion from the fact that the $6,416,000,000\conversion loan. re— tiring wartime Victory Bonds, was announced not in the June 17

budget but in mid—July, about four weeks later. 'Mr. Regier referred to Mr.

Fleming’s budgetary announce- ment the government would bor- row $3,400,000,000 in bonds this year and added:

“When the minister went to Montreal and Toronto and tried to borrow . . . he was told what he had to do. He was told he had to pay oflf those institutions that helped the Conservative party in the past."
