r ENTLEMEN ; —An Act having been passed incorporating

the ‘Town, by which two Common Councilmen are to be appointed foreach Ward, I offer myself (at the request of several of the Electors) as aCandidate. Having resided in a Corporate Town for some years, I feel myself competent to undertake the office, and, if elected, I pledge myse/f to exert the utmost of my ability to carry out the Act with as little cost to the rate payers as possible.

Aw impregsion has gone abroad and been circulated, evident- | ly with the object of injuring me in my canvass, that [ am not | duly qualified to act asa Common Councilman, not having re- sided twelve months in the city. ‘This is incorrect. The Sth section of the Act states, “that no person be qualified to be elected a Councillor who shall not be seized or possessed of freehold or leasehold property, or both, situate im the said city, to the amount of two hundred pounds, or who shall not be in the possession, use or occupation of premises in the City, of the yearly rent of, or aseessed at, forty pounds perannum.” | occupy premises of the yearly value of £10, and as it is not specified in such clause that such person shal! have held such property fora specified time, I am perfectly qualified. In this f am borne out by the opinion of one pf our leading Barristers.
