WASHINGTON (AP) — The Democratic presidential elec- tion campaign is well organ- ized and ready to go under a split - level high command of Johnson men and Kennedy

'Brien wrote the 1960 Demo- cratic campaign manual and now is the author of the 1964 version. For Kennedy and John- son. he was chief liaison man with Congress. Now will come director of organisation. for the Democrats as he was in the 1960 Kennedy drive to victory.

O'Donnell handled appoint- ments for Kennedy and for the national committee he will handle the chore of executive director. He will concentrate on such big states as New York. Pennsylvania, Illinois, Ohio and California.
