That plague of Island win- ters, "Seasonal Unemploy- ment", and prevalent every year also in most of the non - manufacturing sections of Canada, has been more keenly felt than usual in this province during the past severe winter. When farin- ing ends, and snow. and frost forbid practically all other activities, it is as certain as death and taxes that large numbers of Islanders lose their employment. ' V

Everywhere in Canada

is same problem of clim- atic interruption of work is faced. In the manufacturing centres it is less severe, but aggravated by an influx of out-of-work people from the worst affected areas. No so- lution to this annual black- out of employment, imposed by Canadian winter has yet been found, and none is in sight. Canada being a land of free enterprise, the re- sponsibility for lack of em- ployment is not the sole re- sponsibility of Government. Unless conditions are ex- ceptionally bad it is left to each City or community to solve its own local problems.
