W ASHINGTON, Sept. 21,—It now appears hat Russia had put forth proposals for he punishment of the leaders of the ‘sinese uprising. This was in a paper {fering a general programme for conduct~

g peace negotiations.

The first item on the programme was .e punishment of the Chinese offend- rs.

The proposal came some time ago, prior ne German Note, and seems to have been oncurred in by Wrance and some of the ther povers. Although it did sot receive euch general concurrence as ) amount to an agreement.

Tbe German Note now takes up this iret item of the Russian programme and oakes it indispensible and prerequisite to soy negotiation. It. materially differs from he Russian propose! in that the latter nade the punishment‘a puirt of the egotiations while the German proposes

to make punishment precede negotiations.

Lonpow, Sept. 21.—‘* Authentic ac- counts bave been received bere,” says the Moscow correependent of the Standard, ‘of |s horrible massacre at Blazgonestchevek, which was undoubtedly carried out under a direct order from the Russian aathcri- ties, and which then let loose the tide of slaughter through the Amur district.”

The Chinese population of 5,00 souls was escorted out of the town to a spot five miles up the Amur, acd then being led in batches of a few nundred to the river bank were ordered to cross over to the Chinese side. No boats were provided and the river isa mile wide.

The Chinese were flung alive into the stream and were stabbed or shot at the least resistauce, while Russian eoldiers who lined the banks clubbed or shot any who attempted to land.

Over forty schooners put in from the fishing grounds, moe or less demaged. The storm was one Of the worst in years, and came up very tuddenly. Sails, spars and rigging were torn and snapped as if they were straw.
