By what- ever test critics may choose to apply, the cendition of the people will ba found to be satisfactory, Railway traffics steadily augment, the export and import of goods in- creases, deposits in the banks are amounting up ata rapid rate, the business of the postal service expands from month to month, wages are steady and employment not d:fficult to obtain. Moreover, the agri- cultural class, the prime producers of the country, are finding new markets for farm stuffs, and are receiving for the products of their labor, with few exceptions, prices which leave litUle er no room for complaint. In the three months of the current fiscal year to September 30, the value of goods exported from the D»minion was $39,794,. 075, as against an import of $34,017,012 in the corresponding period of the preceding year, which, in turn, showed a substantial gain over 1590. The imcrease amounts to no less than 16 per cent.

In this connection we have valuable testi- mony from a gentleman thoroughly qualified toform au accurate opinion on the condition of the general trace of the Dominion, Mr. George Hague, the general manager of the Merchants’ Bank, whose sources of inform- ation are wide and re'isble. Hueving been re quested by the correspondent of the London Standard to state his opinion as to the correct- ness of the remark attributed to Sir John Lubbock, in an address before the London Chamber ot Commerce, that ‘Canada’s export trade was in a condition of commercial par- alysis,’ Mr. Hague wrote :

‘*At the very time when he (Sir John Lub- bock) is speaking about our export trade be- ing paralysed, we are, ourselves, handling a far larger amount of foreign bills, based on Canadian exports, than we did last year, and from all 1 hear the other banks are doing so likewise. The circulation returns of our banks show an extraordinary activity in the matters of purchases of exportable articles, all which tend to confirm the accuracy of the Custome House returns of exports as given in official statements. Cornell, it appears, suffers from a popu-

lar impression that it is fabuiously rich, and

certainly, without explanation, the general

impression 1s fully warranted by the Presi-

dent’s own statement that the gifts of early

benefactors, with the net proceeds from the

sale of lands, make the value of its aggre-

gate property—exclusive of unsold lands —

over $8,000,000, of which nearly $6,000,-

000 is in the form of reproductive funds

and the residue is in buildings and equip-

ments, And the income for the current

year is not far from $500,000,

This seems 4 most prosperous report, but Dr Schurman goes on to point out that the purposes of instruction require the use of fifteen buildings, eighteen labora- tories and six seminary rooms, with over 1,600 students in attendance, and 160 pro- fessurs and instructors. This year the ne- cessary appropriations exceeded revenue by $36,000, and threaten to continue doing so. The demand made for state aid is based chiefly upon the fact that New York dir-

ects, and has power to direct, Cornell University to annually edu- cate 612 students, free from any initiation fee or incidental charges.

Nearly one-third of the whole number of students now being educated are free scholars from the state of New York, and the university therefore practically con- tributes to the state $150,000 a year. The President consequently asks a yearly grant of that amounr, in order to aid the uni- versity and check the tendency, which he fears, in the direction of still greater in- dividual expenses being thrown in the way of higher education.

Dr. Schurmin advances another strong argument :

** Cornell is, in fact, the University of the State of New York. Our institution could not take that name, for it was already borne by one of the oldest organizationa in the state. The university is an object of the state super- vision, control and ownership. All the - state officials are ex-officio members of the board. }tis written in our charter, in the laws of the state, and in the Acts of the Legis lature that Cornell is the State University of New York.”

It may be interesting to note the suc- cess or otherwise of this movement for state aid. To Ganadians it will be ad ditionally interesting, in view of President Schurman having been born in Canada, raised, trained and first distinguished as an educator in the Dominion.

The population of the Indian Empire has risen within the memory of the present generation from 220,000,000 to 289,000,000. It has been increasing at the rate of 3,000,- 000 If no large famines occur it will con- siderably exceed 300,000,000 at the end of the century now drawing toaclose. Even in the event of a decimation from these causes there will be an excess over the 300,000,000. This augmentation is coinci dent with a growth in means and resources of livelihcod and in material prosperity of all kinds. The exportation of food grains in vast quantitics continues. The average

The frish Times contains an article in refer- ence to the bankruptcy of the widow of Char- les Stewart Parnell. Mrs. Parnell has been driven into insolvency, Mr. Parnell was poor when he died, and there was not enough money in his household to bury him, John Redmond, Pierce Mahony, then M. P. for North Meath, and Timothy Harrington de- frayed by their personal contributions the cost of the funeral. Mr. Parnell had expended $250,090 ia freeing the estate at Avondale from mortgage and the fruitless attempt to make the mines on the estate profitable. This left Mrs. Parnell with no other resource but a small annuity under the will of her deceased aunt, Miss Wood, of Eltnam. Mrs. Parnell has left Brighton, being unable to sustain the cost of living there, and has taken up her residence at Redbil),

it wili be remembered that under the old Department of Marine and Fisheries the late Mr. W. F. Whitcher held the opposition of commissioner of fisheries, On his euperannu- ation some eight or ten years ago the position was filled, and when the department was divided into the Department 6f Marine and the Department of Fisheries, the deputy of the latter department practically took the place of the commissioner. Now that the departments have been again united it is felt that a revival of the position ct commissioner of fisheries would be advantageous, and it is understood that the services of Profeseor Prince, of St. Mungo College, Glasgow, have been secured in this connection. The pro- fessor has made the subject of fisheries a study and has had a great deal of experienee on the Fisheries board in Scotland. He wilt probably leave for Canada shortly.

The latest indignity offered the Jews by the Russian government was at Moscow A new synagogue, built under government permission, was to be dedicated last week, with the approval of the authorities. The Jews proceeded with great ceremony to the new place of worship, and, to their amaze- ment, found the place guarded by the police, and the crown seal out upon the door. No one in Russia, of course, dares to interfere with the crown seal, but the Jews procured a ladder, broke one of the windows, and then, one by one, men, women and children got into the church. They conducted the ceremony of consecra- tion, made their exit in the same way and went home. Inthe evening an order was issued by the governor of Moscow for the expulsion from the city of the twelve chiefs of the Jews, and the order was immediate-
