unreliable, when the tariff to the other provinces was $1 for ten words and ten cents for extra words (other rates being proportionally high) and when there were only twelve offices on the P. E. Island Line, the net receipts for the first eight months of the year were nearly $3,000 more (the gross receipts being also cun- siderably larger) than in the ccr.esponding eight months of 1883, when communication has been uninterrupted for six years, rates reduced to seven'y-five c-nts and four cents to the other provinces (other tariffs in pro- portion) and when there are thirty-six offices on the Line. So much for the result of ten years reliable communication, in- creased facilities, and a reduction on our part of the ten word rate 33} per cent. and the extra word rate 624 per cent.—that is from seventy-five and eight to fifty and three—these being our rates from P. E, Island to Sackville at these two periods.

As to rates in theother Provinces. It is well known to telegraph officials that a rate of 25 and 1 between the Upper and Lower Provinces does not pay. (The rate from Neva Scotia to the Canadas is now 30 and 2.) The reason mainly is, that that there is a long stretch of comparative- ly unproductive line, difficult to maintain in working order, between. From Monc- ton to Quebec, a distance of 500 miles, there are few places where there is much telegraphic business. To maintain the 25c. rate the deficiency must be made up else- where. Accordingly we find that the Northwestern Telegraph Co, does a very large business over comparatively short lines in the Upper Provinces, notably in Ontario. There are such large telegraph centres as Montreal, Toronto, Hamilton, and Quebec, besides a host of small towns, and through connections in the State of New York. It is here their profits are made. The experience of the Dominion Telegraph Co, will go far to prove this. For several years they did a remunerative business in opposition to the Montresl Telegraph Co. in the Upper Provinces. Some fourfor five years agothey undertook to extend their lines to the Lower Provinces. Forced to build along the post roads, as the Rapid Telegraph Co. would also be, (the Railways having been secured by the other companies) their lines were neces-

. |sarily longer and more expensive both to

build and maintain. After a short struggle: they were glad to lease their lines to the Northwestern for a dividend of six per cent., not an wnreasonably high rate of interest. This was at a tariff of 25 cents per 10 words—the new company proposes to carry 20 words for thesame money, while maintaining an opposition against the umalgamated lines of the Montreal and Dominion Telegraph Companies and the Western Union Co., and duplicating the Prince Edward Island system, all on a capital of $500,000. The Western Union Company derive a large revenue from Atlantic cable business, the larger portion of which passes over their wires in N. S. and N. B. Their through lines from the States, or at least some of them, would be maintained for this purpose if there was no lecal business along the route. They can thus afford a low rate for local traffic, and possess an immense advantage over & competing company in that they are so largely independent of local business. The P, E. Island system has the disadvantage of the equivalent in expense of about 400 miles of utterly unproductive line between the Capes. it has not, and in the na- ture of things cannot well have, a through traflic, the field which it drains is not, telegraphically, equal to any of the cities mentioned above, and yet, we are expected to carry the comparatively small business of P. E. Island at a rate of twelve and a balf cents for ten words and one half cent for extra words,—the only rate by which we could make the tariff to the other provinces twenty-five and one and that only provided the other companies would reduce their present rates 50 per

| Sm,—You have an excellent and elo- | quent correspondent here, but it strikes me he does not give as much prominence in his ‘‘[tems from Souris,” as he might do; upon the Temperance question—I refer to ‘*Lancaster.”

i am tempted to ask, is the Scott Acta farce? We hold public meetings, led main- ly by those who should lead us, viz., our clergymen. Now and then it is true, some laymen address our public meetings, but we have not a merchant of any note in the community, except Mr. J. G. Sterns, to take an active part with us. A few others, including ‘* Lancaster,” occasionally let |themselves be heard, but as a general thing they are dumb, which certainly should not be the case with such men, at least, as your correspondent referred to, for he is not only an eloquent writer, but as we heard him, he is an able speaker, and delivered the best address I heard yet, short, pithy, and to the point.

Besides the Alliance Branch, we have also a lodge of Good Templars, fermed by Col. Hickman, and called after him, who meet week after week, and yet the Segtt Act seems to be a farce. sr

We have eases called in court, some ¢eqn- victed, others postponed. We have a law, not perfect, but the best given to us yet, and yet we have in i the following known rumseellers, viz: Wm. Stone, at Stone’s Hotel, convieted a few days ago; a man wjth one foot in the grave, already, who hes now cleared out to Boston or somewherevelse, and liquor is still sold on his premises, by his son and others. John Keays has also been convicted again afew days ago, and liquor continues to be sold on the premises by some women and members of his family. Two able bodied men named Me- Kinnon and Boysener, well able to work and make a lawful living, also keep a rum shop and their case istbefore court. A pop- beer deaier named Anderson is also before court, and it is well known he sold ale con- trary to law. Sally Cantwell peddles out her vile stuff, which is sometimes bought wholesale from Stone; and a Kickham sells in Souris West. This morning and yesterday, intoxicating liquors were bought in all of these premises, and fresh witnesses will be called for. Men are seen reeling drunk through our streets. We have, as far as liquor is concerned, a worthless and dangerous class in our community, who are neither hot nor cold on the ao question, but are trying to please all parties and don’t care to interfere. They put up to be an educated and siowielhe portion of the community, while upon the liquor traffic they are : y w ; and the most dangerous element ‘in our midst. They are called moderate drinkers, they frequent one or other of the places mentioned, some of them may be seen to sneak in, even on a Sunday. They have what is called ‘‘social standing,” their business here is simply to make money; they don’t care who drinks and who doesn’t; they ge to church and hear their clergymen warning against intemper- ance, and inviting to temperance work, but it goes in one ear and out the other; some of them call the Scott Act a farce, and treat it as such, by daily cout tenaneing law-breakers, and enjoying ‘‘a quiet drink,” and so long as they can get that, what odds about any one else? What odds about the law? What odds about the fact that they become accomplices with law breakers! What odds about the terribly bad example they are setting? They know the law of our land is against the liquor traffic, and declared to be so by the highest court in the the Dominion, and yet they deliberately assist in the violation of that law. They claim to be respectable; and yet they are law-breakers. Class them as drunkards and you would insult them. They belong to the class of ‘‘moderate drinkers,” so called ‘‘temperate men;” that class from which every drunkard has sprung. They are a despicable set, without the moral courage to deny their appetites; they could not do without their certain portion of liquor; they are slaves to the fixed quantity which they indulge in. They prove all this by their manner of life. It is no use to say that ‘‘they can take it, or leave it alone just as they like.” If the can leave it alone, why do they not? All over our fair Island you and I might find some of the above class of things—not men —in every rank. Merchants and profes- sional men furnish their share. Somegan rejoice in the handle of M. P. P., or J, P., and it would be well to furnish their names to the public as violators, or accomplicés of violators of the law. Just imagine fellows, as some of them are, sworn to administer law justly, and yet regular topers, in places where liquor is sold contrary te law. No wonder that some people call the Scott Act a farce?

Is the Scott Act a farce! My answer is no. It isa good Act, which if properly put in force, would even prohibit the im- portation of liquor on this Island. Our whole Province ia under the Scott Act, and law specially provides that liquor cannot be carried into any County or less where the Scott Act is in force. My statement admits of no disproof, and I call the attention of temperance workers to it.
