In the International Congress on Satur- day, Rear-Admiral Salmon, of the United States Navy, occupied the morning session by a lengthy presentment of several sur- veys, and in doing so explained the compa- ritive advantages, disadvantages and cost of the Nicaragua, Panama and Atrate Napipi routes. The Admiral expressed himself as strongly in favor of the Nicara- agua route. Engineer Menoial occupied five hours in explaining the Nicaragua scheme, by maps and plans. Lieut. Wise, of the French navy, also reviewed the whole question.

The Republique Crancaise publishes a bitter article concerning England’s non- co-operation with France on the Egyptian and Greek questions, and adds that Eng- land should take refuge in equivocation. France is compelled to ask whether it would not be better to deal with enemies than with such friends. The Journal Des Desbat ‘also attacks England, and _ the Moniteur and the Liverte defend her.

Leroyer,; Minister of Justice, te-day in- fermed a deputation of radical deputies that the Government had decided not to grant amnesty to members of the Commune, {| but simply pardoned them after the 6th of June. Rochefort, Vallies and Beanqui will be thus pardonec, but simple pardon does not inelude the restoration of civil rights.

The report that. from 20,000 to 30,000 persons died from colera while returning from a religious fair is repeated.

At Calcutta a series of strikes are threatened. Gangs of malcontents at Poona have written to the Bombay Government threatening to raise another mutiny, and to put a price upon the head of the Governor, unless the distress is relieved.

ITALY. Rome, May 19. The Deputies has passed a_ bill making the performance of civil marriage before religious ceremony, obligatory.

At a meeting of the Darien Isthmus Can- al Congress to-day, M. de Lesseps said its labors were progressing rapidly, and would probably be completed on Sunday or Mon- day next. M.
