The Earl of Dufferin.

Born fifty-eight years ago, Lord Dufferin succeeded while a boy to the barony of Dufferin and Clandeboye, a well-managed estate in the most pro- sperous of Irish counties, and the leader- ship of the Liberal party of his neigh borhood. But more than title, or estate, or the stir of political conflict, were the care and companionship of a beautiful and accomplished mother. A_ grand- daughter ot Richard Brinsley Sheridan, sheinherited much of the sprightly genius of her ancestor, with a delicacy and refinement all her owo. Her sweet songs live onin the bright cycle of Irish poetry. To those who have leisure to turn to that charming volume, “Letters from High Latitudes,” she will live again in the tender homage of her sop. Having aquired,almost before he had attained to manhood, a seat in the House of Lords, he had no opportunity of trying the more stormy atmosphere of the House of Commons. The dis- vipline of Ulster politics, however,stood | him in good stead. Inno part of the British realm was party feeling stronger than in the northern province of Irsland. A Protestant,a land-owner, and an adherent of the Liberal party,he was one ofa small minority among the whole population, one of a minute coterie among people of his own rank and station. A generous ambition drew him to political affairs, and if he was to take any partin them he must, in the then condition of Ulster, be ever in the van, his flag unfurled aloft, quick in assault, aoe of fence. However fiercely political passion raged in this part of Ireland, manliness and intellec- tual force were always honored,to what- ever part they belonged,and Ulsterman on all sides were proud of Lord Duffer- in long before his name became known in wider fields —J. na Corea and Shipwrecked Seamen.
Mr. Frelinghuysen, Secretary of State, has received a despatch from Mr. Foot, United States Minister at Scoul, where- in he transmits a translation of a recent decree of government of Corea, looking to the saving of the lives of shipwreck- ed seamen, assisting vessels in distress and preserving and rescuing property. The decree enjoins Corean officials and
subjects to render every possible assist- | ance to shipwrecked vessels off the Cor- | eun coast. |
The regulations are five in number. The first provides that a white flag by day, and two lanterns by night, are to be understood as distress signals. The second provides for awards in case of relief, and for the punishment of those who wilfully disregard the degree. The third states that such persons who go to the relief of vessels must act in ac- cordance with the direction of ber cap- tain or commander. The fourth directs the Governor of the district, wherein a vessel may be wrecked, to confer with the Consul of the country to which she belongs as to the disposition of property saved and other matters pertaining thereto. In case the vessel’s nation has no counslar representative, the Foreign Office must be notified, and food and protection must in all cases be provided. The fifth commands govern- ors and officials of the coast provinces to,make these regulations known, to the end that they may be obeyed, and that those who render assistance may be re- et or punished if they disregard them.

Of the $25,- 000 granted by the Dominion Parlia- ment, $5,000 will be used to def ay the expenses of the meeting itself; and a
fund is now being raised to guarantee
the association against loss in connec- tion with the publication of their pro- ceedings. In addition to the Rocky Mountains excursions, excursions are being arranged at Ottawa, Quebec, etc. Great preparations are being at Montreal Toronto and other p'aces which will be visited, to give the members a due re ception.
