The House of Commons to-mght went into Committee on the Land Bill. Upon taking up first the clause extending to leas- ers benefits of the act of 1881. Parnell proposed an amendment. The bill as it stands gives the option to a tenant or land-

lord to make application to — the Court to fix rents. Parnell urged that the tenant ~ alone should have

the right to apply the period of such aji- plication to be limited to three years. Mr, Balfour accepted the amendment. with a limit of two years, Parnell agreeing. Par- uell proposed to extend the operation of clause to all leases, except those in per- petuity. Mr. Chamberlain supperted the proposal, but the Government opposed, and it was negatived 191 to 142, The Govern- ment amendment extending the term to 99 years was agreed to.

The executive advises the prosecution of Wm. O’Brien for the speech he made yes- terday at Luggacurray, in which he incited the people to defy the Act. Radical Union- ists are incensed at the Government for putting the act into wholesale operation without consultation or concert.) with Unionists. Chamberlain has warned the Government that the Radical vote wilt hot support their action unless the Dublin executive directs the exercise of the powers of the Act with mildness and digcretion. . Balfour's explanation in the Commons showed that the warning has been accepted, The proclamation over the greater area of Ireland is not te operate actively, bat asa mere measure of precau- tion. The Parnellites propose to raise the debate to-morrow, attacking the proclama- tion by notion to adjourn,

PUBLIC NOTICE is ‘hereby civen, pursuant to the provisions of ““‘the Canada Temperance Act,” that on THURSDAY, the Fourth day of August, 1887. there will be depo-ited in tie office of the Registrar of Deeds, im the City of Char- lottetown, in Queen’s County, in Prince Edward Island, for public examination, in accordance with the provisions of the above meutioned Act, a notice, addressed to the Secretary of State for Canada, in which is embodied a petition, praying that the Order-in-Council of the Thirtieth day of June, A. D., 180, bringing into force in the said City of Charlottetown, the second part of “The Canana ‘Temperance Act” may be revoked.

And notice is also given that, appended to the said notice so to be deposited, are the genuine signatures of at least one-fourth in number of the electors of the City of Charlottetown, qualified and competent to vote at an election of a member of the House.of Commons, in the said City, and that the said notice will remain in the Registrar's Office for the space of ien days, from the date of deposit, and after the expiration of that time the same wil! be laid before the Secretary of State for Canada.
