The MPHEC is reccom— ending an increase in operating assistance of 12.1% for maintaining on-going activities.
The conmision has also recoomended that Marit— ime provincial govern- ments provide an addit- ional 1.8% for program expansion at several in— stitutions and 0.75% for equalizing the assis- tance levels of Nova Scotia institutions cur- rently recieving low lev els of support. As in prior years the Commis- ions reconmedations for 1983—84 assume that institutions will incr-‘ ease tuition fees at a rate similar to the in—

The Financial Plan 1983—84 also presents the Conmision's recc— amended capital proj— ects for the upcoming three year period. In its capitol assistance reccomendations, the MPHEC continues to emp- hasize regional proj— ects and projects which provide a more effective use of existing facil- ities.
In presenting its reccomendations the MPHEC urges the govern— '
ments to adopt a stable - approach to funding post _ ,.
