Who is to Blame ?

Tur Patriot seems to be satisfied that the Local Premier acted a gentlemanly and courteous part in denying to Mr. Brecken the privilege of addressing the assembled electors for five minutes from the platform erected at his expense! The Patriot is, no doubt, an authority in matters of taste and The Putriot insists upon the pri- H. Davies and his

courtesy. vate right of Mr. L. friends to have a one-sided meeting in the Drill Shed, because they had rostrum therein. The doubt, a nice one. Still, a majority of the electors present, by invita- tion of the Grits, were of opinion that the concession asked by Mr. Brecken was not wnreasonable—in view of the fact that the Ministers were present to secure, if possible, Mr. Brecken’s discomfiture and defeat in what should be a fair and square contest. Invited guests surely have some privileges. What host would be so rude as to refuse the reasonable request of a majority of per- sons he had invited to nis house? The Peo- ple (with a big P.) surely have some right to consideration at a public mecting. The People (or at least four-fifths of them) de- sired to hear Mr. Brecken for five minutes- The men who invited them refused to ac- ceed to the request. Would they not have done better; would they not have shown more respect for the desires of their invited guests; would they not have acted with greater courtesy if they had acceeded to the Who is there so rude as will say

The Ministers at Moncton.

Or the Ministers’ arrival at Moncton the Times says:—‘‘Here a magnificent spectacle met their delighted gaze—a spectacle that the military eye of the lamented Vail would have rejoiced to look upon. Arrayed in orderly disorder upon the platform were a score or more of officials, whose arduous duties had been suspended for the oecasion, and not less than half adozen of the in- dependent electors of Westmoreland. This immense concourse was all the more com- plimentary to the Grit missionaries from the fact that only one of the six electors be- longed to their church, the other five being heretics and followers of one John A. Mac- donald. Mr. Cartwright was escorted to the platform by the Premier, and Mr. Mac- kenzie by the Minister of Finance, and thence, gnided by the “‘predatory instincts of the Higlandman,” the procession moved toward the restaurant, where haggis was served in a style so satisfactory to the Premier that he at once determined that Mr. Sangster should have charge of the Government Hotel at Neebing as soon as the slabs which have blown off the roof can

be replaced. The Sun has the following on their arrival

‘The special train arrived, and Messrs. McKenzie, Cartwright and Brydges, the Unpopular, arrived with it. But there was no ‘* crowd” to meet the distinguished visit- ors. There were not twenty persons at the Station when they arrived, including Messrs. Burpee, DeVeber and other leading Grits. ‘The Liberals of the ‘Town of Port- land were principally conspicuous by their absence, and whatever in the form of a de- monstration was expected at their hands was unfortunately missing when it was most wanted.”

A GENTLEMAN who was present at the meeting at Summerside on Tuesday after- noon, says that, being in a prominent place, he counted the number of people, and that he had to include the speakers and the bandsmen to make up three hundred; that there was absolutely no enthusiasm ; that at seven (7) o’clock there was acry for Pope, which showed that ten (10) to one (1) were in his favor. But, to prevent his being heard, the Grits adjourned the meeting, which, however, did not prevent their giv ing three rousing cheers for Sir John.

The following, from the Herald, will ex- plain the contrivance :

‘© On Friday evening last some thirty-two more men were ‘‘ dismissed” from the Rail- way Department at Halifax. While in the Department these men had no votes. Of course not being any longer in the tailway Department their electoral privileges re- The arrangement is a very simple

vive. one. The men are ‘« dismissed’’—for a month. They will get no salary—for a month. They will not be taken back—for

a month. They are therefore placed in a position to swear that they are not in Gov- ernment employ; that they have not re- ceived any pay, and so on. It is a very In- genious arrangement. It is a very corrupt arrangement. It is an arrangement which reflects intense discredit on Mr. McKenzie, with whose knowledge it must have been done, and upon Mr. Jones, who must have advised it. Itshows the public what des- perate attempts these men will make at their last ditch.”

City Council.

A meeting of the City Council was held last evening. Present: the Mayor, Coun- cillors Peake, Stumbles, Davy, Heartz, Hooper, Beer, Horn, Koughan, Byrne and Morris.

The following gentlemen were re-appoint- ed unanimously :—W. b. Morrison, City Clerk ; F. 8. Moore, City Treasurer; Win. Shepperd, Collector.

It was moved by Councillor Beer, second- ed by Councillor Davy, that George Doug- lass be appointed City Surveyor.

Councillor Stumbles moved in amend- ment, seconded by Councillor Horne, that Walter Lowe be appointed.

Councillor Byrne moved, seconded by Councillor Konghan, in amendment to the amendment, that James. McNally be re-ap- pointed.

Councillor Hooper moved in amendment to the amendment to the amendment, that Henry B. Smith be appointed.

Councillor Hooper’s amendment was lost. The Council then divided as follows on Councillor Byrne’s amendment: Nays— Councillors Stumbles, Davy, Beer, Horne, Heartz—5; Ayes — Councillors Peake, Morris, Byrne, Koughan, Hooper—5. The Mayor gave his casting vote against the amendment. Councillor Stumbles’ amend- ment that Walter Lowe be appointed was then earried on the following division : Ayes—Councillors Byrne, Koughan, Hooper, Horne, Peake, Stumbles,—-6; Nays—Coun- cillors Morris, Davy, Heartz, Beer—4. Councillor Beer gave notice of reconsid- eration.

Councillor Morris moved, seconded by Councillor Heartz, that no notice be served on Mr Lowe till after next meeting of Council.

The motion was lost on the following di-

vision: Nays—Couns. Stumbles, Peake, Horne, Hooper, Byrne, Koughan—6 ;

Ayes—Couns. Davy, Heartz, Beer, Mor- ris—4.

James Doolan was re-appointed lamp- lighter.

It was moved by Councillor Stumbles that the Stipendiary Magistrate be informed that the Council desires to have the police force reduced to a marshal, bailiff, messenger and ten men; and that the Council will only assume the responsibility of paying the sal- aries now fixed, and that the mempers of

the force shall hereafter find their own clothes. Carried.

Arthur O’ Neill was re appointed inspector of bread.

The report of the Committee on tenders was then read, recommending that the ten- der of James Barclay for extending Pownal Wharf at $11 per foot be accepted, it being the lowest of eight tenders.

It was ordered to be laid on the table un- til the report of the Finance Committee is received.

A petition was read from the secretary of the Hillsborough Boating Club requesting that Pownal wharf be hired to the club for the purpose of erecting a grand stand thereon. The petition was laid on the table.

A petition was read from certain rate- payers recommending that Alfred 8. Grant be appointed Park Keeper.

Councillor Byrne moved, seconded by Counciilor Koughan, that Patrick Sweeney be appointed Park Keeper.

It was moved in amendment to the amenlment by Councillor Beer and sec- onded by Councillor Davy that Daniel Gordon be appointed.

An amendment was moved by Councillor ‘Stumbles and seconded by Councillor Hooper that Thomas Shaidow be appointed. This, on being put, was lost. Councillor Beer's amendment was then put and lost by the casting vote of the Mayor. Councillor Morris’ motion was then carried.

Never has such an incompetent set of men ruled as those whom I have inentioned. The Minister of Public Works was in this meeting to-night and I care not if he here now. I repeat what I have said, they are totally unfit to represent us.

Ar the Stipendiary Magistrate’s Court this forenoon A. N. Conlan was fined $2 and costs for being drunk and incapable ; John Hencott, for the same offence, was fined the same; Henry J. Wright, arrested on complaint of Capt. Janriu for desertion, was ordered to be given over to the captain. Anne Pendergrast, summoned on complaint of Anne Atkins fer abusive language. Case postponed until Monday.

Tue mail due here at 8.05 on Wednesday evening, did not arrive until half-past four yesterday afternoon. Had the steamboat trains, which arrived at Summerside at 9 a. m., returned with the mail, we should be in receipt of it at noon. Our citizens, owing to the negligence of some of our offi- ciais, were compelled to remain four and a half hours longer than necessary. Had some Dominion swell being here, and re- quired the services of a special train, we have no doubt his wish would be gratified; but the convenience of our own people seems to be secondary in the eyes of our Grit officials,
