The Budget criticized

The Leader of the Opposition in the Provin- cial Legislature made a first class job of his criticism of the Budget and administration of the Government. He showed clearly and con- clusively that the Government does not under- stand its own system of book-keeping, and is much at sea regarding its actual expenditures—— no returns being tabled of unpaid bills—-and therefore its claims to be budgeting for a sur- plus are open to suspicion. According to Dr. MacMillan, and all reasonable men for that port, an ostimato for o "sum sufficient", wheth- er it be in hundreds or thousands must be taken into account when arranging for the payment oi bills with the money at disposal. The Jon-es- Hughes Government is not of that way of think- ing, and airily claims that it is entitled to ignore anticipated liabilities on capital account, and concentrate merely on current income and ex- penditure. It is simple to prepare a balance sheet on these lines, and to transfer from cur- rent to capital disagreeable outlays, which would prove the Province to be "in the red" were they treated as ordinary income and expenditure. The bills have to be paid, however, if incurred, and revenue must be found from some source in order to do so.

The Government is ontitled to credit for recognizing the claims of the teachers and hos- pitals for increases, but a curious manipulation l'l(I> occurred in the transfer of the administra- flan of the affairs of Falconwood from the De- portment of Agriculture to the Department of Health, the latter portfolio being vacant.

It is to be hoped that in addition to making o start on the new Borden highway via Try'on and Cornwall the Jones-Hughes Government will start right away with the relaying or exten- sive repairs of the existing highway from the City to Borden. This road is not only a disgrace but a positive danger. A taxi owner declares ho would not allow one of his cars to traverse it, except on a life-or-death emergency, o mission of morcy. lnnumeroblecommercial men from the mainland have lodged complaints with the newspapers, and one stated that trav- ellers would probably decide to leave their cars in Moncton, and take their chance of reaching the City in safety by train or plane. Visitors to Surnmerside are rampant in their protests, and yet nothing is being done. This is riot what it should be in a progressive province, and we feel certain that the bulk of thecitizens of the Island will be behind the Government in an im- mediate endeavour to remedy matters. Do not let us wait until any supposedly more conveni- ent , work should be begun forthwith.

Anniis mirobilis well describes the past year as well as the prospects for the coming year. We have been free from catastrophies due to nat- ure or man's making, and have enjoyed ideal "will". Wcifll. health and business conditions for almost eighteen months, and are still going strong in this respect. Mr. R. P. Hartley, Sup. erintendent of_ the Federal Maritime insurance Commission, withheadquarters at Moncton, re- ports that conditions here are the best in the Maritimes, with the prospect of having to im- port labour to help out when the $4,000,000 wharf contract at Borden begins at an early date. Returned men have been largely ab- sorbed in farming and fishing and other in- dustries, while construction work, which is ex- ceptionally busy, is taking up any em-ployubles available. The farmers have benefited extenz- ively by the deal in potatoes with the British Government which will net them some $8,000,- 000 gross on.last Fall's potato crop. There are some doubts about next year's market for lob- sters on account of the powers-that-be in Europe claiming that that delectable crustacean is more of a luxury ‘than a IIECGS>IIY arid its importation should be discouraged. Why not, in- clude such foods? Re the steamer that may call at Charlottetown for supplies, ivlly not give us all the particulars? I am sure I am speaking for hun- dreds wheil I say we want to help 1n the best and quickest possible way and I don't believe that is by individual parcels at the pre- sent prohibitive postage rate. l mailed a parcel recently which cost. me ninety-six cents 1h stamps and the contents, including meat 'on hand cost only fifty cents‘ This certainly discour- ages wholesale sending or’ parcels!
