The July term of the Supreme court opened at Georgetown this morning after the adjournment of the election court Mr. Justice Hodgson, Master of the Rolls, pre- siding.

The Grand Jury hav-ng visited the jail reported that everything about the in- stitution was clean and well kept and as there no prisoners they were discharged.
Tomorrow being election day and the courtroom being given for the purpose of polling and owing tothe necessary absence of counse!, the court stands adjourned til! Friday at 9 36 a. m.
The petit jurors were notified not to at- tend until that day.

The Rey. J. G:llis made a brief practi- ! cal address in which he showed the effect of the Act on the rural ci trists and said | the moral tone of thecommunity he came | from was getting better and better wince the Scott Act iu Charlottetown. He illus- trated his points showing the etleci of intemperance on the body, mind, morala, and finances of the community. He said there were 300 ruined every year bv the direct influence of the traffic on the island and at least 700 by the indirect influence.
Mr. Spence spoke next and delivered a most convincing speech showing the posi- tion of the Episcopal, Presbyterian, Baptist and Catholic Churches on the great ques tion. His reference to the growth and resources of the country, the effect on the Dominion by the labour of the workmen, miners, fishermen, lumbermen, farmers, etc., and the opposite effect on the country by the liquor sellers, was wonderfully impressive. The liquor seller is not a producer but a parasite sucking the life blood from the pation. He shewed bow the liquor law never was enforced no matter what kind we had. The Scett Act has been better enforced than any other law but those engaged in the traffic never would abide by law.
His illustrations of regulating a mad dog by law were very amusing while they were very convincing. [tis impossible to give any idea by a report of this ex- cellent address. Few will forget the final remarks on the crucifiction of the one in the minority. ‘“f would rather stand weeping with crucified truth than howl’with the crucifving rabble, while this one is kuown the world over not a name is remembered of the mob.”

Inervest Last Nicgur.—An_ inquest was last evening held in view of the bedy of John Belcham, particulars of whore death were given in THE EXAMINER yesterday. Odicers Taylor and Campbell were the witnessed examined. The verdict of the jury was in effect that ths deceased came to his death by taking Parie Green while laboring under a tit-<of, tem porary insanity’ Otticer Campbell found $10.50 weapped in a piece of paper ina table in Belh m’s room and $1.23 in # purse in the pocxet of the deceased.
Warenovse Exrerep. —The warehouse of Mesers Weeks & Warren, of Graftga Strect, was entered by burglars last nigbt. There were two locks on the door, one a padlock and the other a large old-styie English lock. The padlock was forced open, and the larger lock was evidently opeaed with a skeleton key. The boots in the cases were strewn about the floor indi- cating that the thiewes had been selecting the best stock The firm do not know the exteat of their loss. About a month ago the same warehouse was also visited with the same object in view. it too bad that the guilly persons cannot be found out and punished as they deserve,

A By-Law Respecting Milk Vendors,
Be it enacted by the City Council of the City of Charlottetown as follows; — 1. Every person publicly selling Milk in this City in or from any vehicle shall ob, tain from the Mayor thereof a License as a Milk Vendor and the Mayor is hereby authorized to issue such license upon re- ceiving the License free hereinafter men- tioned,
2. The Livense fee for the present year
{ 1897 and upto the Thirtieth day of April
next shall be Fifteen dollars and shall be ‘payable on the Twentieth day of August next and thereafter the said License fee shall be fifteen dollars per annum and shall be payable on the First day of May in each vear,
3. Tue City Collector for the time beiny shall be and is hereby appointed Inspect or of all Milk offered for sale in this City.
4. It shal! and may be lawful for the said Inspector to examine and inspect ail milk so offered for sale wherever tlre same may be offered.
5. Itshall by the duty of every person keeping or offering Milk for sale whether ow the streets or in shops or private dwell- lugs W furaish to and permit the said In- spector to take samples thereof for examiv: ation 0s analysis, and any person hindering the said Inspector in the discharge of his duty, or refusing to permit him to examine and inspect or to take samples of such Milk, shail be deemed guilty of an offence against and incur the penalties of this By-Law.
6. It shall be the duty ofthe said In- Spector whenever he has reason to believe auy milk to be adulterated with water. or any other substance to procure a sample thereof to be analysed and to prosecute all persons who may be found selling offering or keeping for sale any adulterated Milk.
7. No person shali expose for sale or sell anywhere in this City milk adulterat- ed wiih water or with any deleterious sub stance.
8. No person shall expose for sale or publicly veil Milk in this City in or from any vehic'e without having first ob- in manner above
