resentation should bc fixed at l. minimum, m spite of our falling population, they did not rely on the good intentions of the then Gov- ernment, but sought and obtained, in addition to our own members, the support by voice and vote of members in other provinces, and also the members of other provincial governments. Messrs. Mathieson and Arsenault "dug in” and exploited the goodwill they thus obtained with the result the Borden Government gave us practically all we asked for.

A similiar policy must again be sdopted and pursued vigorously. We have many friends and wcll-wishers in other provinces, including some of our own native sons. Let Premier Campbell, and say, Mr. S. A. MacLeod, an ex- perienced politician, visit Ottawa and personal- ly interview as many members of the House ls possible. lobby them; and prepare a brief for the other Provincial Governments to be follow- ed by vlfillalltlilS to the respective provincial capitals, and it would soon be found that Prince Edward Island instead of being a "Forgotten or Derelict Province," \v0uld occupy the front page as one of the best served and prosper- ous territories in all the broad Dominion. Men of vision are needed; surely it will not be al- lowed to be recorded in history that at this critical [lcriod none was to be fOtJnd.

It is taken for granted that Assistant Federal Ministers will receive the approval of the House of Commons. This will relieve the Ministers of considerable drudgery as department chiefs, and enable the House to have some control over the growing expansion of bureaucracies. The

extension of the sittings of Parliament prac- tically all the year roulld, necessitating an in- crease in members indenmity which nobody would grudge if it safeguards our democractic system and way of Parliamentry life. The fact that faults and failures could be aired im- mediately in the House would go a long way to keep bureaucrats from overstepping their bounds, and up to the mark in the discharge of their duties.

It is unfortunate that health insurance ap- pears to be out of step with the rest of the Fed- eral Government's social security plans. One of Sir William Bevcridgek greatest disadvant- ages in Britain was the necessity of harmoniz- ing established system in each field of social insurance. Of these, Canada has next to none; we could have started with a clean slate. But the very blueprint of health insurance seems to be taken as a fait accompli, and will therefore tie us to a highly complex and over-lapping sys- tctn of contributions. Unemployment insurance is already being paid by two-thirds of the em- ployed class. Health insurance is to be paid by everyone. Unemployment Insurance Commis- sion clerical workers numberr3,000, a brigade of infantry. Will a similar number or more be ltired to collect health insurance premiums? After all, says the Gazette, every form of social in- surance covers a single risk, the loss nf earning ‘power.
