oui allies think what they like. Any embarrass- ment at home-it wilt have to be swallowed soon- er or later--is unimportant compared with the consequences of a continued misunderstanding abroad that, at the beginning of the fighting war, Canada is reducing the fighting strength of her army.

The fact is C‘ da is not doing so. The 6th, 7th and 8th Divisions never were combat divis- ions. They were but a. facade—part of the hoax- designed t-i shelter the large part of the 65.000 drztttces who, though being trained to fight, by Government policy are not available to fight. These divisions have never at any time trained in divisional formations. They have been strewn about the country as separated units, most of which have never even had combined training in as large a. formation as a brigade.

The Government, belatedly, is attempting to recover from the ovcrexpattsion of our army and provide adequate reinforcements for the divisions now overseas, short of using conscript tr0Op5 as our allies have done. ' The manpower muddle, comments the Globe and Mail, has overtaken it again. It cannot continue to disguise the shortage of overseas reserves. So it has been forced to break up divisions which were formed unneces-
