County has returned two Conservatives to Pariiament and Queen’s County has re-~ turned two Liberals and Prince generally two Liberals. Going back to County lives simply leaves Prince and (ueen’s with four Liberal redreeentatives, aud King’s County has to be deprived of one Conserva~ trve member. I live in King’s County, and iaa portion of King’s County, which has been lately attached toa portion of Queen’s County, making tbe east riding

of Queen’s, and I am _ perfectly eaticfied the people there feel their interests are ten times more

identified with that portion of Queen’s than with the other portions of King’s County. When we have the railway, which is partially promised, to be extended to Murray Harbor, our interests will be still more identified with Queen’s county than they are now. The hon. gentleman made avother statementto thiseffect: It bas been laid down that Parliament is perfectly justified in readjuating the con~ atituencies where the population has in- creased to a very great extent between the last and the next decennial census. That may be all very true; but the circumstances would be ex- ceptional in Canada. Such an increase is uot admitted under the present bill, and why ? There is one locality which is an exception at the present time, that is the great Yukon district, which bas increased im population very many thousands. Why have potthe present government,ia this bill, given that new country a representa tive in Parliament? Isit because they are afraid ofthe resultsof opening a con- stituency there? Has tbe managemect of this gOveroment beeu euch to as to com- mend it to the people of the Yukon dis

should govern in a case of thiekind. The fundamental principle of responsible gov

ernment is representation by populaticn, aod that fuedamental priociple was strict- ly adhered to when confederation took place so much so that a certain number of rapresentatives was settled and fixed for Quebec, and just in proportion to the rep- resentation for (Quebec must the represen- tation for the other provinces be. I take it that that was the fundamenta! principle laid down at confederation, If it is not so wedo notknow where we are. I do not say it is right for Parliamentto adbere strictly to population in every instance, but I say it takes precidemce of county lines or any other consideration and where you can keep closely to representation by population it ia the safest and beet course toadopt. A great deel of stress has been laid on the Slst clouse of the British North America Act which has been inter- preted to mean that although the principle of representation by populatton must apply as between the provinces, it does no apply as between counties, cities, towns, villages and electoral districts and indi-

viduals in any province. Ifit is a princi~ ple that we should have representation by

population as between the provinces, it cannot be wrong to have representation by population within the province.If it is right ip the one instance, it must be right in the other. What right have ten men in one locality to have as much voice in the gov-

ernment of the country as twenty men in another electoral district? It is not a sound policy, and it cannot be justified except where it is iuconvenient and impos» sible to adjust the population exactly

Ifthere was any 1 ce where the government were not satisfied with tbe present redistribution ofseats in a province, and where they would be justified in allowing the judges to redisiribute the seats, it is Prince Ed- ward Irland; but no; there they confine the island to threeelectorial districts, giving

two representatives to two of them and one io the Other, and the judges are not asked to make the division ; bat they are to run ia pairs. Why is this? One reason is because the Minister of Marine and Fish- eries is @ prominent member of the gov- ernment and controls, to some extent, the treasury, and he+xpects torunin one of these counties and drag another member in with him, whoever he may be. A good deal bas been said in reference to the Redistrioution bill which passed in 1892. It bas been characterized as a Gerryman-

They have been sume years in power, and have had an oppor- tunity of fulfilling their pledges, They have bad @ majority in Parliament aad in the provincial legisiatures at their dis~ posa), and they are making ful! uve of it. They have bad at their beck and nod a!) the officials they appointed since they came into power. Everything is in their favor for the next general election. If they go to the country with the electorate, as at present established, they ought, if they have done right while in power, to come back with a very much larger majority than they had at the Jast general election. At the lest election, although the Redistribution bill of 1892 is complained of as beinga Gerry mander bil), 191,052 Coneervative votes returned forty-three members to the House of Commons,while 166,335 Liberal votes returned fertysfour members in the province of Ontario. That is 24,7i7 fewer Liberals returned one more member than the Conservatives,

Not only does ine same principle hold good in reference to Ontario, but all over the Dominion there was the same result. Throughout the Dominion 413,000 Conrervative votes were policed aod 397,194 Liberal votes; and alihough the Liberals hada prety large majority in the House yet they came in with nearly 16,000 of a minority of the

total votes cast. That dispores pretty well of the charge of gerry- maodering. Tha charge has

been :nade through the country during the Jast ten years and has been msde to co duty up to the prese.t time. Ido not take any aiock in it myself. 1 do not de- ‘ire to Say more On this question further than this: I think it is « great mistake om the part of the zgovernmentto intro- duce this measure at the present t me. Ere long, whether this bill is passed or not, we shall have the census, which will be ‘n 1901 acd then the readjustment of the @onrtitueocies must take place in accerdance with (bat cenens, and if the government of the day, befure they goto the next election und before the census is taken would couse to an understanding with their political opponents, or appoint a commissios of some kind whereby reasonable and fair principles shel! be laid down 10 redistribntethe different seats iin the Dominion, and not allow it to be left open to gerrymander or by one party or the other, it would bea fairer way in my opinion, and if an ar~ rangement of that kind ceuld be arrived at between the leadcrs of both political parties, such as would commend itaelf to the electors of both sides of politics, I think it would be found for the benefit of Canada, and it would remove the obnox- ious question out of the arens of politics for many years 10 come.
