The Government led by the Hon. Mr. | Sullivan, meet the representatives of the | eople under auspicious circumstances. | heir record is a good one. We know} of no former administration which, after | four years of office, could show so clean a} sheet. While there is against them so | charge more serious than that of being | rather too economical, they have un- | doubtediy done for the country much} positive good. They have taken off the burden of taxation imposed by their pre- decessors ; not only that—they have done without the levy for many years imposed under the old Laud Tax Act; and they have rescued the Island from the danger of baukruptey and an enforced union with the other Maritime Provinces, to which it was being driven headlong by the Davies-Stewart Government.

Not to speak of other services they have reudered—the improvements they have made in the Local Civil Service, the improvements they have made in the Road Service, the impetus they have given high class farming, etc ,-—to say nothing of all these, they have, by their careful management of the finauces of the Province, performed for the Province a great and notable service; and it is, for that service alove, but right that they again meet the Geueral Assembly sus- tained by a good working majority.

By a continuation of the present care ful management, the Province will main- | tain an independent position and get along very well; and relieved, as it will be in the future, of the charge of wharves or piers, it is only to be regretted that the size and cost of the Legislature are not to be reduced, so that all necessity for direct taxation may be removed.

The following is the Speech from the Throne with which His Honor the Lieut.-Governor opened the session :

Gentlemen of

Mr. Speaker and Gentlemen of the House of Assembly :

{have much pleasure in welcoming you to this the first session of a new General As- sembly, and in resorting to you, in your Legis- lative capacity, for that public assistance which it is my right to ask and your duty to afford.

We have abundant reason to be devoutly thankful to Almighty God for the many bless- ings vouchsafed to us during the past year.

In visiting our Exhibitions last autamn I was gratified to observe most pleasing evidences of the steady progress that is being made by our people in agriculture, stock rais- ing and other useful industries.

In order to aid the efforts of our farmers my Government imported in September last, some cattle and sheep, of improved breeds, for the use of the Province, and I trust the animals selected may prove of advantage to the Island.

Encouraged by past successes in competitions outside the Province, the people of this Island should energetically prepare to participate in the Dominion Exhibition, to be held this year at Saint John, New Grunswick.

Duving the recess a Minute of my Executive Council was transmitted to the Canadian Government, relative to the failure of the Dominion to carry out that part of the terms of Uaion which provides for the maintenance by Canada of efiicient Steam Communication, winter and summer, between this Island and the Mainland. A Minute was also despatched to the same quarter directing the attention of the Dominion Government to their obligation, ander the terms of Confederation, to coustruct and maintain Piers in our harbors and navigable rivers, and ashing for a refund of the amount expended by the Government of Prince Edward Island on such service, for works of general public importance, from Ist July, 1873, to the end of last year. A delegation from my Government recent- ly visited Ottawa and conferred with the Canadian Cabinet on these subjects. They received assurances that the question of Steam OCommounication was receiving the earnest attention of the Dominion Government, and that action in that regard would be taken without delay. The claim respecting Piers was favorably entertained by the General Government, who have decided to take im- _. mediate action, in order to a satisfactory ~ adjustment of the same.

Papers on these subjects will be presented to you.

Mr. Speaker and Gentlemen of the House of Assembly : The Accounts for the past year will be laid

before you.

The Estimates for the current year will also be submitted at an early day. They have been prepared with an anxious desire to pro- vide for all the branches ot the public service, and for the execution of pressing works within the limits of the expected revenue,

Sexaton Cocurane has received a com- munication from the extensive cattle ranches in the North-West, with which he is so promi- nently connected, that although the winter had been more than erdipary severe, the cattle had wintered well, @nd that the loss which had been incurred had been small. The prospects for the r+ mainder of the season were most favorable, all the est ooking exceedingly well. The Senator's’ ion Was that the best cattle for ranging purposes were crosses, with Herefords or polled Angus, they boing much more hardy than Durhams.— Montreal Herald, March 2.

The reappointment of John A. Me able. Mr. McDonald is personally popular both in and out of the House ; and during the four past sessions he has so performed his duties as to have won credit from both sides.

On being conducted to the Speakers chair by Hon. Messrs. Sullivan and Fergu- son, Mr. Me Donald returned his thanks for the high honor conferred upon him in a neat appropriate speech.

PUBLIC INTEREST.

Public interest in the meeting of the Legislature was never more strongly ex- pressed than to-day. The Legislative Council Chamber was crowded with specta- tors.

HKaster Cattle.

The show of Easter cattle on Market Square to-day was not as large or as good as in previous years. This is owing to the fact that no funds were left after paying the expenses of the Exhibition last fall; con- sequently the usual prizes could not be given at the show this year. Another reason is, the show is earlier than usual. However, some very good cattle were to be seen. Messrs. Blake Bros., A. L. Bridges & | Co., the Messrs. Bullman, aud others, were, | as usual, to the fore. Blake Brothers showed the heaviest steer, which weighed 1,825 pounds. They also showed a fine heifer, under three years old, which weighed 1,170 pounds, and two cows, weighing 1,565 and 1,290 pounds, respectively. Mr. C. Bulman, of Rustico, exhibited a hand- some fat steer, under three years old, which weizhed 1,225 pounds; and Mr. Thomas Bulman showed another, which turned the scale at 1,612. A. L. Bridges & Co. showed eight or ten handsome fat cattle. The heaviest—an ox—weighed 1,552 pounds. They also showed some fine cows, some of which weighed as heavy as 1,365. M. S. Wheatley showed the heaviest cow; she weighed 1,645 pounds. Perhaps the hand- somest, fattest and most compact at the show was a poll cow, exhibited by Mr. F. Chandler, which weighed 1,227. There were others well deserving of notice, did space permit. We shall publish a list of weighta from Mr. Sellers to-morrow.

Mr. S. M. Bent, in a short address o about fifteen minutes, briefly referred to |} the day on which the entertainment wa

affectionately reveres the memory of St. Patrick. He spoke of music and its charms in glowing terms, and gave selections from the poetry of different lands, showing how all nations were under the influence of those divine arts. He referred to the Cardigan Dramatic Club, and said that as this was their first appearance, he hoped they would be encouraged to go on. He believed that if a proper Hall was provided at Cardigan, that this Club would be able to pay for it in two years by their entertainments. Mr. Bent deserves great credit for the energy he has displayed in getting up this Club, as we understand it is through his exertions it has heen organized.

The time occupied in giving the fore-

its performance elicited frequent bursts of applause from the audieace, who all seemed delighted with the entertainment. Where all were so good, it would be invidious to mention the names of only some of the actors and singers, and our space will not afford an extended account of each. How- ever, we cannot refrain from particularly referring to the excellence of thedeting of the Misses McCormack, Lewis and Me- Millan, which would be creditable to pro- fessionals. The violin solos and organ accompaniments of Mr. J. F. McLellan and Miss Clarke, was a great musical treat, and the orchestra under the _ leader- ship of Mr. McLellan discoursed some charming music. The songs that were sung evinced careful study, and were given in pleasing and melodious tones. Among these that were apparently the favorites, we may mention Mr. J. F. McLellan’s selo, “The Horse Shoe from the door,” with chorus by Mrs. H. L. McDonald, Mrs. D. C. Morson, Miss Clarke, Messrs. Koughan,

Siz,— In referring to the appointment of | Dr. Johnson as Sanitary Medical officer for | this city, you convey the idea that the | salary attributed to that office is $400 per annum. 1 think you will see by looking over the uct that it can not be over $100 and will not likely exceed $25.( 0.

You appear to think it strange that our| City Corporation should have appointed Dr. ; Johnson Health officer, in place of Dr. | Conroy, the latter having gone to Octawa at | his own expense, and at the express desire | vf the City Council to represent the city at the Medical Conference held there about | three months since. You must have lost| sight of the old adage that a Corporation has no soul to be saved no body to be kicked, otherwise you would not be surprised at the extraordinary conduct of our City Fathers in appointing one who had done nothing towards bringing about the end attained. while on the other hand it was principally owing to Dr. Conroy’s exertion at the Medi- cai Conference that the city is indebted for the annual grant promised by the Govern- ment.

Surely the pinvacle of ingratitude has been reached by our Civic Rulers.
