Sir,—Among the invited guests to the Premier and Mra. McKenzies’ dinner party, I notice tue name of Mr. Lawson of Char- lortetown Patriot. After this the old say- ing to express awkwardness and incompata bility, that viz: “Of a bull in a china show,” willgive place to “‘ Mr. Lawson ata Premier's Dinner Table.”

In Portland, Maine, on the 30th January last, of bronchitis, Lula Bell, the beloved wife ef William F. Macgowan, eldest son of P. Macgowan of this city, in the 33th year of her age.

Suddenly, at Highfield, apoplexy, on the 13th inst., William H. Rice, aged 55 years.

At his residence, in the town of Hamilton, on the morning of the 11th Jan., after a linger- ing illness, Thomas Cook Higgs, Kq., M. D., aged 50 years.

De. Higgs, who was a native of St. Georges, was sent to school! in England at an early age, and afterwards received his professional educa. tion at Guy's Hospital, London, whence he passed the College of Surgeons and graduated as M. D. On his return to Bermuda, upwards of twenty-five years ago, he became a resident of this town, where he continued the practice of his profession up toafew dsys before his death. The appointment of Health Officer for the West End, which he held since 1354, be- comes vacant by his death. His cheerful dis- position abroad and soothing kindness in the) sick-room, added to his acknowledged skill and perseverance whenever called upon, did not fail te make him favorably and exten sively known throughout our islands, and al though many have notieed and deplored his failing health for two years or upwards, they cannot help feeling still at the last deep an- guish at the loss of one who has aided and sympathised with them in many trials. —Ber- muda Cavtte. :

Orrawa, Feb. 18, 1878.

Some brief Ministerial explanations were made to-day.

Mr. McKenzie said that the Ministerial changes were the result of simple and nat- ural causes, and expressed great regret at the loss of Mr. Blake.

Sir John MeDonald said he had no doubt that the elevation cf Cauchon relieved the Government from great embarrassment, and he hoped that rest would quickly restore Mr. Blake to health.

Sir John asked when tle vacancy in the Cabinet would be filled, and Mr. McKenzie replied that the matter was under considera- tion. (Laughter.)

In reply to a question, Mr. McKenzie said that the Government had not taken any steps to renew reciprocity, nor was there any intention of taking any. When the United States would make the proposi- tion, it would be considered.

Mr. Mitchell made an able speech on ship- building, and advised builders not to sell, but sail their own vessels, as the people of Yarmouth do.

House adjourned at six o'clock.

Senator Howlan arrived this afternoon.

Orrawa, Feb. 18.

Dr. Tupper presented a petition from the Archbishop and Mayor of Halifax, praying for an amendment of the Act legalizing the construction of the railway through Hali- fax.

The Hansard Committee reported a set of regulations and the restriction of the expen- diture for reporting to 1,009 dollars.

sills were introduced for repealing the Insolyent Law; for permitting persons charged with common assault to testify in their own defence; amending the Stamp Act, so that foreign bills be not affected by failure, to cancel the stamp at date, and for fixing the rate of interest.

The Premier explained the Ministerial changes. He said Mr. Cauchon was given a governorship and. Mr. Laurier taken in his place. Mr. Blake, who had once before tendered his resignation in consequence of ill health, had retired because he was not longer able to bear the fatigues of office. He had parted with his colleagues with whoin he had been associated all his political life with profound regret. The Premier said it was a serious loss to himself, to the House, and to the country.

Sir John said the Government stands committed to the same old policy. The first change must have been made with great satisfaction to the Premier, his presence being a source of great weakness and his absence relieving the Government from em- barrassment.
