But the book-keeper says Mr. Dodd knew

goods by his firm after he became Provincial Secretary and Treasurer. The book-keeper

‘seems to forget that. the requisition, oF order, for the goods came direct from the

Government of which Mr. Dodd was a prominent member. The book-keeper— studiously, or the reverse —makes mention of “ Mr. Morrison’s requisitions.” But Mr. Morrison did not make out the requisitions to Messrs. Dodd & Rogers without the positive orders of the Governinent— of which Mr. Dodd was a prominent member —through the Head of the Department. In at least one instance the requisition was made out in the handwriting of a fellow- member of the Government of which Mr. Dodd was Secretary and Treasurer. It is useless, therefore, to contend that the Gov- ernment was ignorant of the illegal, but mutually profitable, little trade carried on between Messrs. Dodd & Rogers and Mr. Thomas Dodd, the sworn guardian of the public funds, and Mr. W. D, Stewart. they wrong-doing ex-Commissioner of Public) Works.

As we before stated, we have no desire to | press wnduly the incontrovertible evidence in these illegal transactions. Let credit be given the statement of the disobedient book keeper. It does net in the slightest degree cifect the culpability of Mr. Dodd

and all the rest of the official members of

between the Local Governments of P. E. [sland and New Brunswick, in regard to the Fishery Award, was laid upon the table. The Government of P. E. Island claim that they are entitled to $1,000,000, the amount allowed to Newfoundland After speaking of the importance of the mackerel fisheries within the three-mile limit on the coast of the Island, and con- tending that the witnesses on both sides had proved their great value, the corres- pondence goes on to show that the Provinee had not surrendered its rights when the terns of Union were agreed upon, and that the only question to be considered was, what proportion of the award they were en- titled to.

I: is claimed that the ratification of the Washington Treaty, under which the award Was made, was enacted by the Gov- ernment of Prince Edward Island before Confederation, and that the authority to legislate upon their fisheries, vested in the Dominion by the British North American Act, did not imply a right to rent or sell them. The sale or rental of them to the Americans was not, so far as the [sland is concerned, made by the Dominion, and the purchase money or renial paid by the Americans for the right to fish therein for twelve years, has never been assigned away from the Province.

} lowing Fishery Regulation adopted by

the Governor-Cieneral in Council. on the 13th inst., resvinding all previous Orders in Council relating to the Lobster Fishery :

1. In that part of the Province of Nova Scotia, comprising parts of the Counties of Cumberland and Colchester, on the Bay of Fundy, the Counties of Hants, Kings, Anna- polis, Digby, Yarmouth, Shelburne, Queen’s, Lunenburg, Halifax, Guysborough, Rich- mond, Cape Breton and Victoria; also in the Province of New Brunswick, comprising part of the County of Westmoreland, on the Bary of Fundy, and the Counties of Albert, St. John and Charlotte, it shall be unlawful to fish for, catch, kill, buy, sell or (without lawful ex. cuse) possess any Lobsters from the first day of August to the first day of April in each year.

In that part of the Province of Nova Scotia, comprising the Counties of Inverness, Antigonish, Pictou, and parts of Colchester and Cumberland, on Northumberland Strait; and that part eof the Province of New Bruns- wick comprising the Counties of Westmoreland (in part), Kent, Northumberland, Gloucester and Restigouche; also in the Provinces of Quebee and Prince Edwerd island, it shall be unjawiul to fish for, catch, kill buy, sell or (without lawful excuse) possess any Lobsters from the 20th day of August to the 20th day of April in each year.

3. It shall be unlawful at any time to fish for, catch, kill, buy, sell or possess any female Lobsters in spawn or with eggs attached, soft- sielled, or any young Lobsters of less size than nine inches in Tength, measuring from head to tail, exclusive of claws or feelers ; and when caught by accident in nets or other fishing apparatus lawfully used for other fish, they shall be liberated alive, at the risk and cost of the owner of the net or other appara- tus, or by the occupier of the fishery, on either of whom shall devolve the proof of such actual liberation.
