Hon. Mr. DUNCAN —I would like to ask the hon. Attorney General at what per-centage mon- ey could have been obtained in England last sum- mer, when the Bank rate was ten per cent?

Hon. ATTORNEY GENERAL.—That, Mr. Chairman, is a curwus question, for I cannot eee how the rate of last summer can influence the money market now. I aay say, however, that bends bearing 3 per cent. interest suld last year at 92 and 93. The fact that the Bank rate ia ten per cent. is ne criterion as to the sale of bonds—fer ten per cent. is merely the rate they sek for short loans. When oumbers of mercan- file houses are tailing, as was the case last sum- mer, few capitalists are willing to lend money op their security, but the price of the bonds of any county Varies little on that account. [ can- net say at what rate money can oow be obtain- ed in Lendon (that matter must be made the subject wf enquiry); but I am unable to see why capitalists should be atraid of investing money in the bonds of this Island, as they must certainly be more ready to purchase the securities of a country where the revenue has been in excess ofd the expenditure, than in one in which the expen- diture has been ia excess of the revenue. | think a loan could be ebtained in England at 6 percent, with perhaps 2 or 3 per cent. discount ia selling the bonds, and if eo. it would be very adyaatagevus to the island. It may seem strange taat the paymeot of these sums of money— amounting in all te only about £29,000 stg — should affect the whole community and cripple our trade : but it must be remembered that this mon- ey represents a very large portion of the capital of the Idand. Irrespective of political bias, I ain of opinion, unles# something can be done to meet thie matter—to postpove the payment of thie money to some future period—that a crisis of great financial depressions throughout the Island will be the result. This matter requires the serious consideration of the House. If noth- ing be done to prevent it, we will, perhaps before another Session, pass through a wore serious finan- eial trial than ever tell to the lot of the Colony.

Hen. Mr. DUNCAN. —There w. [ understand, a considerable sum of money now in deposit in our Banks, waiting for investment in Treasury Warrants. If the parties owning this money knew that they could buy in London bouds of this Island besring 6 per cent. interest, and by them, tuo, at a depreciation—say at 93—would they not witb- draw their woney aud take gold ur exchange from the Banks to buy these bonds? ‘lhen why not sell the bonds here at G per ecat, and save erpense !

Hon. ATTORNEY GENERAL.—The hon. member forgets to caleulate what it would cost our capitalists to forward their inoney to Londen in order to purchase bonds. ‘They would first have to pay owe-and-a-half per cent preminin for drafts at GO days’ sight; they would then lose sixty days’ interest on these draits, which is equal te one per cent, and have te pay & commis- sing to some person in London to negotiate the surchase, whiék commission, with the los of joterest while the draft was going te England, would make about one-ard-a half per cent more. It would thus cost them four per cent te place their money in Londen, and eveo if they could buy our bonds at 97 they would really bave to pay £101 for £100. :

Mr. G. SINCLAIR. —I endorse the opinions of the Hon. Attorney General, regarding this dis- cussion. 1 de oot thiuk it necessary for each party to bring forward the actions of the other as a means of justitying themselves. It was the cnatow of the present Opposition, when in power, te excuse thewselves for many of their wrong deeds by attempting to prove that the Liberals had acied in the same manner; but we, Mr. Chairman, should not follow in their footsteps. | Ax regarde the paragraph, there is, I think, nothing in it te call forth such a wandering dis- cussion. It merely says that we are pleased to observe the desire on the part of the tenants to purchase the fee simple of their farms, and are willing te extend the operation of the Land Purchase Bill. Much information has been given regarding the desirability ef a loan. 1 do not pretend to be an authority apen eomimercial mat. tere, and have therefore iistened to the opinions of other members on the subject. 1 uimst, how- ever, say that it is our duty to devise sume weane to relieve the present financial embarrassment of the eountry by a loan, if we can obtain one. As thie is a matter of opinion, however, it is well to bring it forward for discussion,

Mr. HOWATT.--Mr. Chairman. as regards the manner in which this debate ts conducted, 1 certainly agree to a very great extent with the bon. member for New London (Mr. Sinclair.) The main question now betore this Committee appears to me to be the best means of rating the money vired for the purchase of proprietors’ estates. The duty of the Government is, in my opinion, to make every enquiry before taking any active steps in (he matter of a loan, and when the necessary information has been obtained, and the tnoat feasible and profitable course ascertained, all parties will, | consider, be willing to do their wtmost to forward the measure. But. Sir, while I am perfectly willing to support and forward the working of the Land Purchase Bill, there is a poe- sibility that it may net operate fairly over the whole Island. Io eome parts of the couptr> mueb land bas been bought under this Bill, while im other parts very little has been purchased. Unless thea it can be snade work fairly for all parte of the Island, eamething in addition te that Bill is clearly necessary. I would favor the passing of an Act somewhat similar in ite working to the Fifteen Years’ Purchase Hill, and cocnpulsory on all the Proprietors throughout the Isiand. Ot course the amonnt to be paid for the tand would heve to be settled by the Legislature. ‘This course weald, in my opinion, be the most equitable one te pursue. Hon. LEADER OF THE OPPOSITION.— I have taken lengthy notes of this discussion, and especially of the speech of the hon, member tor Belfast (Mr. Davies); but my friend, the hoo. wewber tor the city, having answered that gen- tlemwan so satisfactorily, 1 will reserve my notes and the authorities 1 intended to quote tur some future vcceasivn. If, Sir, you were entirely iguvrant of the Land Question, the debate of to- day would have given you a tair epitewe of it. In 1355-56, the Liberal Government opposed escheat. Mr. Cooper—the apostle of escheat, as he used to be called—had suwe years beture left the Island and emigrated to California. He returned in 1555, and, expecting to find the country in the sawe state as he lett it, again wounted bis hobby (escheat), and in the session of that year, we had mavy discussions vn the subject. The present Colwuial Seeretary showed that the only way to settle the question was not by coercing the pro- prietors, but by nivderate measures and equitable arrangements between man and man. In 1556, we bad u speech from the throne to that effect. 1 must say that I at first thought that the hon. mem- ber for Belfast was loreshadowing the policy of the vew Goverowent, bul the explanation of the bon. Attoruey Geveral shows that he has merely beeu readiug his recantation. He has been bitten by escheat, but is now going to bury it, and the hon. Atturuey General bas iutormed us that he would uot otherwise sit wilh hina in the Government. We must recollect, Mr. Chairmaa, that thia is St. George's Day, and also ithe anniversary of the intreductivn of Respousivbie Gieverument, and that, therefore, large aliuwauce sueuld be ude for the avon. member.

The number-of years this invaluable Ointment has stood the test of public opinion, (and the lounger known the better appreciated) is a testimony of it- self more convincing than anytbing that could be written in praise of its truly wonderful healing properties. In the cure ot bad legs, bad breasts, sores, wounds, and ulcers, its effect is marvelious. For ring-worm, scald-bead, scrofula, and diseases of the skin generally, there is no remedy to be com- pared to it. When assiduously rubbed upon the skin (previously well bathed in warm water) this Ointment is quickly absorbed into the system, and cleanses, in its passage, every part to which it is applied.

In any of the above diseases, iinmediate and per- manent relief is obtained by effectually rubbing this detergent Ointment, twice a day, upon the neck, chest and back. Its acts upon the very wainsprings of lite; for through the glauds pass af new matter required for the Sudy’s reparation and all old par- ticles detrimental] to its preservation. The Oint- ment, used conjointly with Holloway’s Pills, will act so searchingly and certainly aa to effect cures ip the wost hopeless cases.

Rheumatism, Lumbago, Con- tracted and Stiff Joints.

Many thousands of martyrs from the above com- plaints have found life almost unsupportable; yet, if Holloway’s Ointment be briskly and persevering ly rubbed upon the parts affected, ease may be safely guaranteed, especially it the pores of the skin be previously opened by tomentations with warm water. The gross humors require expulsion from the sys- tem; it is therefore necessary to have recourse to Holloway’s admirable Pills, which, by purifying and strengthening the system, greatly assist the Opera- tion of the Ointwent and facilitate and confirm the cure.
