REMARKABLE BRAINS.

A Confederate soldier from the Vniley of Virginia, says the Wheeling Register, in one of the battles of the late civil war was struck on the head by a minie bull. The ball passed through the skull, and the surgeons, afraid to probe the wound in search of it, left the man to die. In the course of time he recovered, but has lost his reason and was sent to the insane asyl- um at Staunton, where he remained for eleven years. At length Dr. Fauntleroy Obtained permission from the asylum ais thorities and friends of the insane man to make a surgical examination of the head with the hope of finding the ball. He was successfu!, and found the ball imbedded on the inside of the skull and pushing against the brain. Unable to abstract it with any instrument at hand, he took a chisel and mortised it out. As soon as ine ball was removed r.omoved reason resumed its control and the de- ranged one was in his right mind. He says he is not conscious of anythiu.g that occured during the interve' of ¢ even years—from the time he was struck on tie batilefield to the moment the pres.ure was removed -rom the brain, all was « blank to him. War cannot be car- ried on with kid gloves and drawing-room politeness. The question is, do the Russian officers permit their men to slaughter the unarmed populations of the districts occupied by them, to pillage their homes, and commit outrages upon helpless women and children? If they do, is their conduct approved by their superiors? It is needless to say that the Russian Govern- ment must be he!d responsible for the con- duct of its soldiers, and if condemnation is necessary it wi!l be the more severe having regard to the professions made by the Tsar in undertaxing the invasion of Turkey. But before judgment is pronounced, the facts must be forthcoming. We must not allow our minds to be prejudiced by circum- stantial accounts of alleged barbarit es, concocted by imaginative pashas, or in the Council Chamber of Constantinople, o even reported on hearsay by ‘Tu:kophil new:- paper cor.espondents. On Tuesday, for example, the Porte sent out a dispatch giving the most precise details of the burn- ing of houses and massacring of the inhab- itants in the neighborhood of Tirnova aud Sistova. Notonly were the villages named, but the exact number of houses destroyed were given, together with the number of persons of both sexes who perished in the slaughter. These ‘‘terrible figures,” as the Grand Vizier calls them, may or may not be correct; but, bearing in mind the -act that the districts alluded to are s‘ ‘lL occu- pied by the Russian forces, we shouaid like to know from what source the Porte des rived its information ?
